HomeMy WebLinkAbout13. 22-212MAY 24, 2022 22-212 RESOLUTION (CARRIED___6-0____LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: APPROVE DETERMINATION OF NECESSITY; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE; 122 WEST 9TH AVENUE ($40,000.00) INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to acquire property to improve residential neighborhoods and eliminate blighting conditions; and WHEREAS, the owner of 122 West 9th Avenue is willing to sell the property to the Redevelopment Authority; and WHEREAS, the Redevelopment Authority approved the acquisition of said property for $40,000.00 plus closing costs on May 18, 2022. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Common Council certifies it is necessary for the Redevelopment Authority to acquire the property at 122 West 9th Avenue pursuant to the provisions of Chapter 66 of the Wisconsin Statutes. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to purchase said property for $40,000.00 plus closing costs and execute all documents necessary to consummate this transaction. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Kelly Nieforth, Economic Development Services Division Manager DATE: May 19, 2022 RE: Approve Determination of Necessity; Authorize Redevelopment Authority to Acquire; 122 West 9th Avenue ($40,000.00) BACKGROUND City staff were contacted by Mr. Barry Mayer in mid-2021 regarding his intentions to sell 122 West 9th Avenue. The Redevelopment Authority (RDA) discussed the proposed acquisition of the property in closed session on August 19, 2021, but decided against purchasing the property at that time. After reaching out to property owners once again, staff learned that Mr. Mayer still wanted to sell the property and would consider another offer from the RDA. ANALYSIS The property is currently assessed at $64,600. The condition of the structure no longer supports that value. The Mayers do not currently live at the property and use it to store various personal items. Staff completed a field inspection and determined that the existing house will require substantial electrical, plumbing, and HVAC work to bring it back to a habitable standard. The investment for necessary improvements would likely be prohibitable for any private investor and Mr. Mayer has indicated that he’s been unable to successfully sell the property himself. The property falls within the City’s strategic plan for the South Shore Redevelopment Area. Staff recommend demolition of the improvements on the property and restoration of the site to greenspace. The long term plan for the property is to land bank it with nearby parcels owned by the RDA for future redevelopment. FISCAL IMPACT Account No. 0323-0740-6401-63020 – Scattered Sites will be used to acquire the property in the amount of $40,000 plus closing costs. It will also be used for the demolition of the property, which is estimated at $10,000. Ongoing maintenance of the parcel will cost an estimated $300 per year for grass cutting and snow removal.
