MAY 10, 2022
REGULAR MEETING held Tuesday, May 10, 2022 at 6:00 p.m. in the Council Chambers,
City Hall.
Mayor Palmeri presided.
PRESENT: Council Members Bill Miller, Aaron Wojciechowski, Lynnsey Erickson,
Michael Ford, Matt Mugerauer, Courtney Hansen and Mayor Lori Palmeri
ALSO PRESENT: Mark Rohloff, City Manager; Jessi Balcom, City Clerk; Lynn Lorenson,
City Attorney, and Russ Van Gompel, Director of Finance
Council Member Bill Miller arrived at 6:12 p.m.
PROCLAMATION
Mayor Palmeri proclaimed the week of May 2 – 6, 2022 as Professional Municipal Clerks
Week.
Ms. Balcom expressed her appreciation for the City Clerk’s team.
Mayor Palmeri proclaimed May 15 - 21, 2022 as National Public Works Week.
James Rabe, Director of Public Works, explained the various public works professionals
and services provided to the community. He thanked Council for the recognition.

Mayor Palmeri asked about the recommendation of the Urban Mixed Use classification.
Mr. Lyons explained the change was used to blend low intensity commercial retail with a
residential district.
Ordinance 22-195 Amend Section 17-33 of the City of Oshkosh Municipal Code
Pertaining to Public Nuisance Affecting Property Usage

Mayor Palmeri asked for a summary of the change.
Ms. Lorenson explained the amendment would sync standards regarding tree and branch
trimming over sidewalks.
Resolution 22-196 INITIAL RESOLUTION authorizing general obligation bonds of the
City of Oshkosh, Winnebago County, Wisconsin, for the public
purposes of (i) street improvements in an aggregate principal
amount not to exceed $13,805,000, (ii) buildings for the housing of
machinery and equipment in an aggregate principal amount not to
exceed $7,355,000 and (iii) parks and public grounds in an
aggregate principal amount not to exceed $465,000.

Mr. Van Gompel explained that there were three types of funding for projects to be funded
by bonds totaling $21,625,000. He stated the first resolution was the bond authorization
which was required by State Statue for the sale that would take place in June 2022.
Deputy Mayor Mugerauer asked if the process was different in the past.
Mr. Van Gompel explained the process was the same as previous years.
Resolution 22-197 RESOLUTION directing the advertisement and sale of not to
exceed $21,625,000 aggregate principal amount of General
Obligation Corporate Purpose Bonds, not to exceed $9,140,000
aggregate principal amount of General Obligation Promissory
Notes, approximately $8,780,000 aggregate principal amount of
Storm Water Utility Revenue Bonds, approximately $8,615,000
aggregate principal amount of Water System Revenue Bonds and
approximately $14,820,000 aggregate principal amount of Sewer
System Revenue Bonds, of the City of Oshkosh, Winnebago
County, Wisconsin.

Council Member Miller asked for a summary.
Mr. Van Gompel explained that there were 5 series of debt issued: Series A – bonds, Series
B- notes, C- Storm Water, D- Water, E- Sanitary Sewer. He mentioned the sales report was
included in the Council packet and stated some debt would be issued for 2023 which was
directed by Council to combine the debt issuance.
Council Member Ford asked about the difference between the general obligation bond and
revenue bonds.
Mr. Van Gompel explained the general obligation bond would be a pledge by the City to
repay the debt with the tax levy funds in the future and the revenue bonds/notes would
be paid by utility revenue.
Mayor Palmeri questioned if the storm water revenue would not preclude Council of
having the lifeline rate discussion.
Mr. Van Gompel stated there would be no impact to the lifeline rate discussion.
Todd Taves, Elhers, explained rates would need to be set that were sufficient to cover the
debt to continue to fund the program.
Resolution 22-198 Approve Initial Resolution for Special Assessments for Utilities,
Sidewalk, Grading & Graveling, Concrete Paving, Terrace Trees &
Street Lighting for Pickart Estates, Phase II; North 3300 Block of
West 9th Avenue – With Signed Waivers.
MOTION: ADOPT (Ford; second, Miller)

Resolution 22-199 Accept & Approve Waiver of Special Assessment Notices &

Council Member Ford mentioned that all of the resolutions represented various segments
of Pickart Estates.
Resolution 22-202 Approve Final Plat Known as Pickart Estates, Phase 2; North 3300
Block of West 9th Avenue (Plan Commission Recommends
Approval).

COUNCIL DISCUSSION, DIRECTION TO CITY MANAGER & FUTURE AGENDA ITEMS
Mayor Palmeri mentioned the recommendation to WisDOT regarding Jackson/Oregon
Street Bridge on June 14, 2022.
James Rabe, Director of Public Works, reminded Council that a representative from the
Wisconsin Department of Transportation would be attending the June 14, 2022 Council

Meeting to answer any questions. He stated that Council would be receiving
recommendations from various boards/commissions and staff. He mentioned the
following meetings that would discuss the recommendations:
Tuesday, May 17, 2022 Workshop with the Plan Commission
Thursday, May 19, 2022 Discussion at the Bicycle and Pedestrian Committee Meeting
Tuesday, June 7, 2022 Plan Commission discussion
Mr. Rabe explained Council would review the recommendations for Boards/Commissions.
Mayor Palmeri stated that the Special Assessment Public Hearing would be held at the
May 24, 2022 Council Meeting.
Mr. Rabe explained the meeting would include all upcoming construction projects and he
mentioned that the Public Works staff would be available for questions prior to the
meeting and if citizens would like to speak with staff the sign up information was provided
to the affected property owners.
Mayor Palmeri asked if the public hearing was in place of the neighborhood meetings.
Mr. Rabe explained that neighborhood and project meetings were during the planning
process and the annual fall CIP neighborhood meeting which was recorded with media
services.
Mayor Palmeri clarified if citizens had questions to sign up prior to the Council Meeting.
Mr. Rabe explained if citizens had questions regarding the special assessment projects they
may sign up to meet with the staff prior the meeting, contact the Engineering Division
office or talk with the project inspector on-site. He stated citizens could sign up on the
public works webpage to receive weekly project updates via email.
Mayor Palmeri requested the Street Improvement Special Assessment Alternative
Transportation Utility Presentation from prior Council Meeting be re-distributed to
Council.
Mayor Palmeri mentioned the following workshops:
Housing Study Workshop on May 24, 2022 at 5:00 p.m.
Budget Workshop on July 6, 2022 from 5:00 p.m. to 7:00 p.m.
Strategic Planning Workshop on July 12, 2022 from 8:00 a.m. to 4:30 p.m.

Mayor Palmeri asked if staff had a location for the Strategic Planning Workshop.
Mr. Rohloff explained that the location would be determined next week.
Council Member Ford mentioned that the public hearing for assessment would not be
regarding policy change and would be held at City Hall.

Council Member Hansen mentioned that there were various open seats for Boards and
Commissions and stated if citizens were interested to please visit the City website.
CITY MANAGER ANNOUNCEMENTS & STATEMENTS
Mr. Rohloff stated the outstanding issues were provided within the Council packet. He
mentioned that he would be meeting with the firm that conducted the facilities study and
he stated staff would schedule a workshop to review the findings with Council for
discussion.
Mr. Rohloff explained that he asked staff to review the facility studies to provide updated
financial impact in 2022 dollars, due to market changes.
Mr. Rohloff stated the potential transportation utility fee to replace the special assessments
study would be done by the end of June 2022.
Deputy Mayor Mugerauer asked about the American Rescue Plan Act fund projects.
Mr. Rohloff explained the topic would be ready prior to July 1, 2022 and would be
provided to Council for review.
Mr. Rohloff stated the Memorial Day procession route had changed due to Algoma

Boulevard construction.
Mr. Rohloff noted the Cooperative Purchase of a 2022 Ram 1500 4x4 Pickup for the
Sanitation Division ($33,203.00) which would be paid by the State bid contract.
Mr. Rohloff explained the City was struggling with staffing and the City currently had 31
vacant positions, which was over 5%.
Council Member Miller asked if the City had plans to enhance positions.
John Fitzpatrick, Assistant City Manager/Director of Administrative Services, explained
that the departments that had a large number of vacancies would be fire department,
public works division and seasonal employees.
Council Member Miller questioned if the City would consider creating positions for 20
hours a week potentially for retirees who have their CDL.
Mr. Fitzpatrick explained that staff had been working on a City of Oshkosh alumni group
and the City had modified hiring requirements to allow individuals to obtain certifications
or licensing after being hired.
Mayor Palmeri asked about potential autonomous vehicles.
Mr. Rohloff stated he was not opposed to researching the use of technology and being
creative with lateral transfers. He mentioned that the police department had a program
through the technical college.
Mr. Fitzpatrick explained the Police Department was well staffed with the connection of
the feeder program from the University of Wisconsin-Oshkosh CSO program. He
mentioned that the City’s pay for performance had infused analysis from the public and
private sector.
Mr. Rohloff stated that staff was working on potential options to assist with the various
vacancies.
Mayor Palmeri asked about the potential shortened swimming pool hours.
Mr. Rohloff stated that over the last week the Parks Department had received various staff
inquiries. He explained if staffing was not available there could be limited hours which
would be communicated to the public.
