ITEM III: PUBLIC HEARING: ZONE CHANGE FROM SINGLE FAMILY RESIDENTIAL
9 DISTRICT (SR-9) TO INSTITUTIONAL DISTRICT WITH A PLANNED
DEVELOPMENT OVERLAY (I-PD) FOR PROPERTIES LOCATED ON WEST
SIDE OF 500 BLOCK MONROE STREET
GENERAL INFORMATION
Applicant: Martenson & Eisele, Inc.
Property Owners: Boys and Girls Club of Oshkosh, Inc & Robert Koch
Action(s) Requested:
The applicant requests a zone change from the existing Single Family Residential – 9 District (SR-
9) to Institutional District with a Planned Development Overlay (I-PD) for properties located on
the west side of 500 block of Monroe Street.
Applicable Ordinance Provisions:
Zoning map amendment standards are found in Section 30-381 of the Zoning Ordinance.
Property Location and Background Information:
The subject area consists of 11 parcels located on the west side of Monroe Street, south of East
Parkway Avenue and north of Merritt Avenue. The subject sites are zoned SR-9 and were
previously used for single and two family residences. The surrounding area consists primarily of
residential uses along with the existing Boys and Girls Club site to the west along with mixed
commercial/residential uses to the south/southwest. The 2040 Comprehensive Land Use Plans
recommends light density residential uses for the subject area.

ANALYSIS
Zone Change
The applicant is requesting a zone change to Institutional District with a Planned Development
Overlay for all subject properties. This request is intended provide consistent zoning with the
property to the west (Boys and Girls Club) to allow for the lots to be combined with Boys and
Girls Club property, into one lot, through a CSM. The applicant intends to have the existing
residential structures on the subject properties razed for expansion of the Boys and Girls Club
site. The applicant has submitted plans for building and parking lot additions, which will be
addressed as General Development Plan (GDP) and Specific Implementation Plan (SIP) review to
follow.
Staff is supportive of the proposed rezone as it will also assist expansion and enhancement of the
Boys and Girls Club site. The proposed Institutional zoning is not consistent with the 2040

Comprehensive Land Use Plan recommendation of light density residential for the subject sites.
However, staff does not have concerns with proposed rezone to Institutional as the
Comprehensive Plan is not intended to be parcel specific and the purpose of the rezone is to allow
for expansion of the existing institutional land use. Also, the proposed Planned Development
Overlay will allow for further review of site modifications to ensure compatibility with
neighboring land uses. Consistent zoning (I-PD) is needed to allow for the CSM with the Boys
and Girls Club to accommodate expansion of their site.
FINDINGS/RECOMMENDATION/CONDITIONS
In its review and recommendation to the Common Council on an application for a Zoning Map
amendment, staff recommends the Plan Commission make the following findings based on the
criteria established by Chapter 30-381 (D)(2):
(a) Advances the purposes of this Chapter as outlined in Section 30-03 and the
applicable rules of Wisconsin Department of Administration and the Federal
Emergency Management Agency.
(b) Is in harmony with the Comprehensive Plan.
(c) Maintains the desired overall consistency of land uses, land use intensities, and
land use impacts within the pertinent zoning districts.
(d) Addresses any of the following factors that are not properly addressed on the
current Official Zoning Map:
(ii) Factors have changed (such as new data, infrastructure, market conditions,
development, annexation, or other zoning changes), making the subject
property more appropriate for a different zoning district.
Staff recommends approval of the Rezone with the findings listed above.

Boys and Girls Club Rezoning Overview
The Boys & Girls Club of Oshkosh was founded as a 501(c)(3) non-profit organization in 1968,
and officially opened in 1970. Since then, the Club has proved to be an essential organization in
the Oshkosh community. The organization provides a variety of programs emphasizing youth
development services and family outreach support to meet the needs of young people ages 4
to 18 years-old and their families. The existing facility provides healthy meals and snacks,
shower and hygiene support, on site mental health counseling, grief support groups, dental and
vision care, after-school care, transportation services for our youth from school to the Club and
much more.
The current site consists of the main program building, a separate building for their Head Start
program, a maintenance garage, associated parking, a playground, and a baseball field. The
Boys & Girls Club of Oshkosh has outgrown these facilities and needs to expand them to
continue running the current programs and services, as well as give them the ability to
introduce new programs for the community. There are several additions that the Club is
anticipating constructing over the next two years. An interior remodeling of the Head Start
building is the first project in the schedule to be over the course of 2022, and would include an
additional vestibule on the east side. The second addition would be a new administration wing
with an associated parking lot, followed by an Elementary Age Program Building addition also in
2022. Next, the maintenance garage would be reconstructed in the south end of the site along
with additional parking. Finally, a Gymnasium addition will be constructed in 2023, and any
remaining exterior work that was not required for a previous phase will be completed.
In order to expand the facility, the Boys and Girls Club has conducted fundraising activities to
accomplish this expansion and has purchased adjacent residential properties to the east on
Monroe Street to provide space for the proposed expansions. The current site is zoned as
Institutional Planned Development District, and the adjacent residential properties are zoned
SR-9 Residential. In order to combine the new parcels with the existing site, they need to be re-
zoned to Institutional to match, and then a new Planned Development will be approved for the
future proposed development. The proposed land-use is compatible with the surrounding
zoning and the City’s long-term planning. The Boys and Girls Club has been operating this site
for decades in this neighborhood, and all of the current neighbors are used to the site.
The Boys and Girls Club is working with the landowner of one the residential properties to be
rezoned along Monroe Street to move his house from 563 Monroe Street to 517 Monroe
Street, where he will be the new neighboring property to the south. Once that house has been

relocated in the summer of 2022, the land will be swapped. We have his permission to proceed
with the rezoning ahead of the house move, and his letter is attached.
The Boys and Girls Club has worked with Martenson & Eisele and CR Meyer to design building
and site plans that will significantly improve their ability to run programs and help kids within
Oshkosh. The proposed amendment to the Planned Development plan will provide a significant
benefit to the community and we are looking forward to making these plans a reality.
