ADVISORY PARK BOARD
MARCH 14, 2022

CALL TO ORDER & ROLL CALL
Chair Davis called the meeting to order at 6:01 P.M. A quorum was determined to be present.
APPROVAL OF MINUTES
Motion by Dirth for approval of the February 14, 2022 minutes. Seconded by Millette. Motion
carried 7-0.
NEW BUSINESS
1) CONSIDER 3-YEAR EXTENSION OF MENOMINEE PARK SHORELAND RESTORATION
PROJECT AND MAINTENANCE AGREEMENT
Mr. Maurer introduced Michelle Bogden Muetzel who is representing the Friends of Menominee Park
Shoreland. Staff has reviewed the work plan that was provided to the Board and recommend approval
of the requested 3-year extension for the project.
Ms. Bogden Muetzel reviewed the history of the Shoreland Restoration Project which started as a
result of the 2010 Oshkosh Miller’s Bay Aquatic Management Plan. The first planting took place in
2011 and 2012 was the first full year that the group worked at this site, making 2022 the 10th
anniversary. She reviewed various work and improvements on the site as well as community support
and volunteers for the site. Michelle briefly reviewed other sites that the group works on including
another site in Menominee Park closer to the boat launches, a space along the river by UW-O and a
location for Oshkosh Housing Authority. Recent additions to the sites include bird boxes, a project
which will continue to expand.
Future plans for the group include continued maintenance of the site as well as promoting the
program to expand community awareness, involvement and volunteering.
Motion by Dirth to recommend approval of extending the 3-year maintenance agreement with
Friends of Menominee Park Shoreland. Seconded by Hudak. Motion carried 7-0.

2) DISCUSS AND RECOMMEND APPROVAL OF THE CONCESSION STAND
AGREEMENT FOR WILLLIAM G. SPANBAUER FIELD BETWEEN THE CITY OF
OSHKOSH AND FRATERNAL ORDER OF EAGLES, AERIE NO. 267
Mr. Maurer referred to the agreement that was part of the Board’s packet. The Eagles Club has been
operating the concessions stand at this site as a fundraiser for many years. If the Board approves the
agreement, it will move on to Council for approval. The agreement is again for a period of one year. In
the past, payment to the city was $1,000 or 10% of gross revenues whichever was greater. With lower
use of the ball field since COVID but hopefully with an expected increase this year, both parties
agreed that a flat 15% of gross revenues would be a fair approach for this year. Staff recommends
approval of the agreement.
Motion by Hudak to recommend approval of the William G. Spanbauer Concession lease
agreement between City of Oshkosh and Fraternal Order of Eagles. Seconded by Metz. Motion
carried 7-0.
PARK DIRECTOR’S REPORT
Mr. Maurer advised the Board that the bid opening took place for the Parks Administration /
Operations Building last Thursday. As anticipated, the project did come in over budget and the City
will work with the contractor and consultant on value engineering to try to identify potential savings
to reduce the overall cost. The City Manager and Finance Director will be reviewing funding when
they return from being out of the office as well.
Mr. Maurer reminded the Board of the groundbreaking ceremony at the Lakeshore Park 4-Seaosn
Building site on Monday, March 28, 2022 at 4pm.
Lastly, Mr. Maurer wanted to announce to the Board that Chad Dallman recently received the WPRA
Professional Award of Merit. This is the highest honor that can be bestowed upon someone in the
Parks and Recreation field and is peer voted. Chad also currently serves on the Public Policy
Committee with WPRA. Mr. Dallman thanked everyone for their support and states that it has been
very humbling to receive this award. He always feels that in this field of work everything is a
collective effort with people and is excited to keep moving forward in his career.
ASSISTANT PARK DIRECTOR’S REPORT
Mr. Dallman advised that with the lack of snow cover and ground conditions staff has been able to
move forward with work on ash tree removals in the parks. Staff is also working on assembling the
gazebo that will be placed at Riverside Park and have that installed over the next couple of weeks.
Lastly, the memorial benches that had been ordered a year ago are starting to arrive at the shop. Staff
had previously poured many of the concrete slabs for these benches and as they come in they can be
assembled and placed.
OTHER BUSINESS
Mr. Maurer added an update on the Chief Oshkosh Signage project; a vendor has been chosen and
staff is in final communication with the company to finalize and place the order.
