HomeMy WebLinkAbout05.02.2022 Joint Review Board MinutesJOINT REVIEW BOARD TID No. 42 Morgan Crossing Phase II Meeting Minutes May 2, 2022 Present: Bob Poeschl, Oshkosh Area School District Board of Education; Mark Rohloff, City of Oshkosh; Amy Van Straten, Fox Valley Technical College; Ethan Hollenberger, Winnebago County; Burk Tower, Public Member Staff: Kelly Nieforth, Community Development Director; Mark Lyons, Planning Services Manager; Jason Pausma, Economic Development Services Manager The meeting was called to order at 9:00 a.m. by Mr. Poeschl. Motion by Mr. Tower to approve the resolution creating TID No. 42. Seconded by Mr. Rohloff. Ms. Nieforth provided a brief overview of TID 42, noting that it is the last parcel in this redevelopment area. The project is an 83 units, 5-story multi-family residential development. The site does have contamination which is the reason for the TID to help with remediation. There are $2.25M in incentives. There will be administration expenses, as well as expenses to construct Riverway Drive and Dawes Street cul-de-sacs, which are within a ½ mile of the site. The TID is projected to close in 13 years. The Common Council approved the resolution for the TID on a 7-0 vote, and the Development Agreement for the project is currently being drafted. Mr. Lyons added that without the TID the development was projected to have a negative return on investment. He added that the project has all the necessary project approvals from the city, and that the developers did not receive TIF for the first phase of their development. Mr. Tower requested that he receive a copy of the TID project plan ahead of the meeting. Ms. Nieforth responded that a link should have been included for the project plan, but would double check to make sure they receive a copy of the project plan ahead of the meeting. Ms. Nieforth noted there are several other overlaying TIDs in the area, and the landlocked parcel to the south is reserved for a future city water tower. Motion carried 5-0.
