NEW BUSINESS 1. A REQUEST TO UPDATE THE BUS LOADING AND PARKING REGULATIONS ADJACENT TO OSHKOSH WEST HIGH SCHOOL ON N. EAGLE STREET AND SOUTHLAND AVENUE. This is a request from the Oshkosh School District. Current Status (Eagle Street) – No parking, stopping, standing, waiting, bus loading zone, west side from 420’ south of Taft Avenue to Southland Avenue between 7:00 a.m. – 4:30 p.m. on school days. Proposed Status (Eagle Street) – 30 minutes parking, west side from 420’ south of Taft Avenue to 230’ north of Eagle Avenue (7:00 a.m. - 4:30 p.m. on school days). No parking, stopping, standing, waiting, bus loading zone, west side from Eagle Street to 230’ north (7:00 a.m. – 4:30 p.m. on school days). Current Status (Southland Avenue) – No parking, north side, from 813’ east of Westfield Street to Eagle Street (7:00 a.m. – 4:30 p.m. on school days). Proposed Status (Southland Avenue) – No parking, north side from 607’ west of Eagle Street to 375’ west of Eagle Street. No parking, stopping, standing, waiting, bus loading zone, north side from 375’ west of Eagle Street to Eagle Street. TPAB AGENDA ITEMS 2 May 10th, 2022 School Buses at Oshkosh West currently load and unload on the west side of N. Eagle Street. GO TRANSIT currently has a stop for Route 3 on N. Eagle Street and a stop for Route 6 on Southland Avenue. The GO TRANSIT bus stops will remain in their current locations and per City ordinance, no parking is allowed within 50’ of these stops. Oshkosh West High School has reconfigured student and visitor entrance and exits to the building and therefore would like to relocate 4 of the 8 buses currently using the west side of North Eagle Street to load and unload on Southland Avenue. The school is concerned with conflicts between buses and parents picking-up and dropping-off and this change will create clear separation (please see attached map). Under this proposal, 4 school buses would continue to load and unload on N. Eagle Street and 4 buses would load/unload on Southland Avenue. This would create an area of short term (30 minute) parking on N. Eagle Street to accommodate visitors and would allow parents to drop off and pick-up students and/or forgotten items throughout the day via the main school entrance. I evaluated the area and these changes should have minimal impact to the area. North Eagle Street is 44’ wide and Southland Avenue is 48’ wide. Both of these streets are wide enough to accommodate the proposed uses. As this proposal only affects the school side of these streets and the effects are almost entirely to school users, I recommend approval of this request. STAFF STATEMENTS 2. WISCONSIN STREET IS SCHEDULED FOR RECONSTRUCTION IN 2023. FUTURE AGENDA REQUESTS ADJOURNMENT
