PURPOSE: AWARD BID TO RJN GROUP INC. FOR 2022 FLOW
MONITORING SERVICES: SANITARY SEWER COLLECTION
SYSTEM FOR ENGINEERING DIVISION ($104,900.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for 2022 flow
monitoring collection services for Wastewater Division; and
WHEREAS, upon the opening and tabulation of bids, the following was the only
bid received:
RJN GROUP INC

Total Bid: $104,900.00
WHEREAS, staff has reviewed the bid and determined that it meets minimum bid
specifications and is competitive; and
WHEREAS, RJN Group is the current provider and their performance has been
satisfactory for these services under the current agreement.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same,
all according to plans, specifications, and bid on file.
Money for this purpose is hereby appropriated from:

RE: Award Bid to RJN Group Inc. for 2022 Flow Monitoring Services: Sanitary Sewer
Collection System for Engineering Division ($104,900.00)
BACKGROUND
For the past nine years, the City has utilized a contractor to conduct flow monitoring services to collect
sanitary sewer flow data used to identify areas of high inflow and infiltration of clear water into the
sanitary sewer system. Clear water entering the sanitary system can be a significant problem. The
sanitary system is not designed to handle these clear water flows, which may result in sanitary backups
into residents’ homes. This project will install flow monitoring at approximately 10 locations in the sewer
system. This data is used to identify areas of high inflow and infiltration of clear water into the sanitary
sewer system and to calibrate and verify the sanitary collection system model.
ANALYSIS
Working with Public Works staff, Purchasing prepared bid specifications for this project. The bid was
advertised in the local newspaper, posted on DemandStar and sent to known firms that provide these
services. Bids were due April 19, 2022. The bid tab is attached. Based on the bid review, it was the
consensus of City staff that the sole bid received from RJN Group, Inc. met the minimum bid
requirements and was competitive. RJN Group, Inc. is the current provider for these services and staff
have been pleased with their performance.
FISCAL IMPACT
The total fiscal impact of this bid is $104,900.00. The 2022 Wastewater Division Operating Budget
allocated $130,000.00 for this project. This project will be charged to A/N# 05511920 6417
(Admin/Engineering Fee).
RECOMMENDATION
Purchasing recommends the Common Council award this bid to RJN Group, Inc. for $104,900.00. Please
