RE: Professional Services Agreement with Lexipol, LLC ($54,820.53)
BACKGROUND
Standard Operating Policies and Guidelines build a foundation for consistent, safe operations.
Across different shifts and stations, firefighters respond to a vast range of call types and manage
various interactions in the firehouse. Helping personnel make safe operational and
administrative decisions requires comprehensive, easy-to-understand guidelines and training
that reflect the latest standards and legislation. The Oshkosh Fire Department’s policies and
guidelines are nearing twenty years old and are overdue for review and updating. In an effort
to improve efficiencies of these policies the Fire Department researched available solutions.
ANALYSIS
After researching and evaluating Lexipol, LLC’s fire services software, staff found this to be a
single all-encompassing solution. Lexipol provides a full library of customizable, state-specific
fire service policies that are updated in response to new state and federal laws and court
decisions. The online training platform delivers courses and videos designed to meet fire and
EMS training mandates, backed by tools to manage credential renewal. This cost-effective
solution will help the Oshkosh Fire Department enhance accountability, professionalism and
safety so they can focus on protecting and serving the Oshkosh community.
FISCAL IMPACT
The fiscal impact for the initial implementation and six months of the Lexipol subscription for
the balance of 2022 (June 1-December 31) is $40,696.83. The fiscal impact for 2023 (12 months
subscription) is $14,123.70. The total fiscal impact for Lexipol implementation and subscription
costs for the initial 18 month term is $54,820.53. 2023 funding will be subject to Council approval
and appropriation. Costs for this service would be charged to A/N#: 01000073 4260 11105
(Grants and Aids).
RECOMMENDATION
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of
a specialized nature, including computer software applications, may be procured without the
use of competitive bidding or quotation process. In accordance with Section 12-16 of the Code,
I am hereby submitting this report regarding this agreement with Lexipol, LLC, 2611 Internet
Boulevard, Suite 100, Frisco, Texas, 75034. Please contact me if you have any questions
