PURPOSE: AWARD BID TO SMA CONSTRUCTION SERVICES, LLC. FOR
PARKS ADMINISTRATION/OPERATIONS BUILDING
($8,943,500.00)
INITIATED BY: PARKS DEPARTMENT
WHEREAS, the City of Oshkosh has heretofore advertised for bids for Parks
Administration/Operations Building for the Parks Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $8,943,500.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

Administration/Operations Building ($8,943,500.00)
BACKGROUND
The Parks Department 2021/2022 CIPs included a total allocation of $6,600,000 for the new Parks
Administration/Operations Building. This included acquisition of one adjacent property,
demolition of that property, new building design, bid specifications, office/shop equipment,
inspection fees, contingency and construction management. The city entered into an agreement
with Kueny Architects, LLC. for the design, bid specifications, bidding and construction
management for the project.
ANALYSIS
The bid was advertised in the Oshkosh Northwestern and posted on Quest. Bids were due
March 10, 2022 and the bids are good for 60 days. The bid tab is attached. Based on the bid
review, it was the consensus of Kueny Architects staff and City staff that the low bid received
from SMA Construction Services, LLC. met all the bid requirements.
FISCAL IMPACT
The total fiscal impact of this bid is $8,943,500.00 and will be funded in Account #0323-0610-
7214-63115 Equipment Funds, Parks Administration - Buildings. The anticipated total project
cost, including all the items listed in the Background section above, is estimated at
$10,200,000.00. The additional funding necessary for this project will be discussed and
considered by the Common Council in the previous agenda item.
RECOMMENDATION
Staff recommends the Common Council award this bid to SMA Construction Services, LLC. for
$8,943,500.00.
