HomeMy WebLinkAbout14. 22-145APRIL 12, 2022 22-145 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PURCHASE OF CHLORAMINE MONITORS FOR THE WATER FILTRATION PLANT FROM WILLIAM REID, A DIVISION OF GASVODA ASSOCIATES ($66,543.84) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the Department of Public Works, Water Filtration Plant (WFP) is in need of two (2) ChemScan chloramine monitors; and WHEREAS, the Department of Public Works wishes to standardize equipment across the City’s water system to save costs and improve efficiency. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to waive bids and purchase two (2) ChemScan chloramine monitors from: WILLIAM REID, A DIVISION OF GASVODA ASSOCIATES W166 N11965 Fond du Lac Ave Germantown, WI 53022 Total: $66,543.84 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Money for this purpose is hereby appropriated from: Acct. Gohde, Assistant Director of Public Works / Utilities General Manager DATE: April 7, 2022 RE: Approve Purchase of Chloramine Monitors for the Water Filtration Plant from William Reid, a Division of Gasvoda Associates ($66,543.84) BACKGROUND The Water Filtration Plant (WFP) currently uses HACH chloramine monitors to monitor disinfectant levels in treated water. These monitors were installed at the WFP in 1999 and no longer function reliably. When the new Marion Road Water Tower was constructed in 2019, a ChemScan chloramine monitor was installed and this monitor has functioned flawlessly. ANALYSIS The existing HACH monitors require annual service contracts to maintain them at a cost of approximately $10,000 per year and need to be serviced quarterly by the manufacturer. Currently, one (1) of the HACH monitors does not remain functional between service visits. The ChemScan monitor does not require a service contract and has not required service by the manufacturer. Utilizing the ChemScan monitors for the WFP would also standardize the equipment. William Reid, a Division of Gasvoda Associates (William Reid), is the licensed vendor for this equipment in this area. FISCAL IMPACT The quote from William Reid is for $66,543.84 for two (2) monitors. Funding for the replacement of this equipment was included in the Major Equipment section of the 2022 Capital Improvement Program (Account No. 03221810-7204-66923/Water Capital Fund- Machinery & Equipment-Retrofit Vac Trk W/ Hydro Excavator and 03221810-7204- 65006/Water Capital Fund-Machinery & Equipment-WFP Ozone Residual Monitor Replcmnt). C:\Users\dianem\Desktop\04.12.22\14.docx Page 2 of 2 RECOMMENDATIONS Section 12-11 of the Municipal Code of the City of Oshkosh provides that equipment purchases, when standardization or compatibility is the overriding consideration, may be approved by the City Manager without the use of formal, sealed quotes. In accordance with Section 12-11 of the Code, I am recommending approval regarding this purchase. Approved: Mark A. Rohloff City Manager SMG/tlt
