OSHKOSH COMMITTEE ON AGING (COA) MINUTES
March 1, 2022
A.) Ms. Richey called the meeting to order at 8:02 a.m.
B.) PRESENT: Judy Richey; Julie Kiefer; Mike Ford; Julie Davids; Julie Maslowski; Heidi Basford-
Kerkhof; Cheryl Hentz arrived at 8:07
EXCUSED: Lindsay Temple; Mike Norton; Bryn Ceman; Joanne Murphy Spice;

STAFF: Jean Wollerman, Senior Services Manager; Bobbie Jo Nagler, Activities Coordinator
C.) APPROVAL OF MINUTES: February 1, 2022 minutes approved as written: Mrs. Maslowski
moved to approve the minutes as written; Mrs. Kiefer seconded; ALL IN FAVOR, Motion
carried (7) to accept the minutes as written.
D.) CITIZEN COMMENTS ON AGENDA ITEMS: NONE
E.) PUBLIC COMMENT ONAGENDA ITEMS: NONE
F.) PRESENTATION:
a. Jessi Balcom, City Clerk-Election and Changes- See Attachment (A- 2022 Elections and
Changes) Ms. Balcom explained all of the redistricting and urged all voters to always
use myvote.wi.gov prior to each election to verify their polling location.
Ms. Richey explained that many potential workers feel polling shifts were too long,
starting at 6 am and going until everything is counted, she suggested am/pm shifts.
Ms. Balcom replied that is her goal for the August election. She stated there was just
not enough time to do that for the next election. Ms. Balcom explained an issue for the
administrative side of that is, it requires more people to cover each polling site. Ms.
Richey stated she worked the polls in 2016 and did not have a good experience. She
explained due to the length of time and being tired at the end of the day, they felt
would increase errors. Ms. Richey stated there had been a problem with the observers
reaching over to point in the poll book and questioned what observers were allowed to
do; Ms. Balcom replied they should not impact the election, they do have the right to
see the poll book, without causing issues. Ms. Richey suggested more communication
to voters to get the word out as to changes in polling places; Ms. Balcom replied, there
were three ads placed in the Oshkosh Northwestern, one in the Herold, clerk’s office is
open for questions and the website for my vote. She explained there will be an insert
that goes out in the March utility bills with explanation of redistricting and how to
find your polling location. She stated she may do flyers in October and July. Ms.
Richey stated not everyone receives a water bill. Ms. Balcom explained the Clerk’s
office is doing their best to get the information out and the best way is word of mouth.
Ms. Hentz apologized for her late entrance to the meeting. She stated she worked the
last presidential and agreed the hours were too long, she would suggest the half days
for poll workers.
G.) OLD BUSINESS: None
H.) NEW BUSINESS:
a. Discussion of current scams-Mrs. Basford-Kerkhof stated that at a Dr.’s appointment
the Dr. mentioned the office is unsure where to go with situations of members taking
advantage of elderly members, or members are guilted into giving to others. She
stated to always call the Aging and Disability Resource Center (ADRC). She believes
COVID has made it worse. Ms. Richey stated at times it may be the elder abusing the
family member that is caregiving for them.
b. Mrs. Maslowski explained her nephew worked for a bank and stopped a scam, when a
customer requested to send money. Mrs. Basford-Kerkhof suggested all to watch
scammer payback on YouTube, this shows how the scammers manipulate people into
paying.
c. Ms. Richey stated scammers are portraying themselves as IRS and the Social Security
Office.
I.) BUSINESS:
a. Upcoming Community events for Older Adults-Mrs. Davids announced Mindworks
(Fox Valley Memory Project), a respite for seniors, will be held on Thursdays from 11
am to 2 pm at the Library. She stated caregivers can drop off seniors with dementia
and with a $10 fee lunch will be provided from Rodney’s.
b. Mrs. Maslowski announced, two Bella Vista residents will be getting married, the man
is 78 and the lady, 83.
c. Mrs. Wollerman handed out the Oshkosh Seniors Center monthly newsletter to all
members. She stated the south facility still had mugs for the “Mugs for Rugs”
program.
d. Ms. Richey announced the Winnebago County Sheriff’s Department had been
reaccredited. See Attachment (B- Winnebago County Wisconsin Sheriff’s Office)
e. Ms. Richey shared a story by Alex Hummel, Civility Project, how caregivers teach us
so much about civility. See Attachment (C-Civility Project, Alex Hummel)
J.) ADJOURNMENT: Mrs. Davids moved to adjourn at 8:36 am, Mr. Ford seconded, ALL IN
FAVOR, Motion carried (7) to adjourn at 8:36 am.
