PURPOSE: APPROVE SPECIAL EVENT / WISCONSIN JAM LLC / HOLD
WISCONSIN JAM 2022 AT THE SUNNYVIEW EXPOSITION
CENTER & TO UTILIZE WINNEBAGO COUNTY COMMUNITY
PARK FOR PARKING / AUGUST 13, 2022
INITIATED BY: CITY ADMINISTRATION
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that approval is granted to Wisconsin Jam LLC (Sean McKinney) to hold
Wisconsin Jam LLC at Sunnyview Exposition Center and to utilize Winnebago County
Park for parking on Friday, August 12 from 7:00 a.m. to Sunday, August 14, 2022 (actual
event times: camping beginning Friday, August 12 at 4:00 p.m. and concert Saturday,
August 13 from 11 a.m. to Sunday, August 14, 12:00 a.m.) for the Wisconsin Jam 2022 in
accordance with the municipal code and the attached application, with the following
exceptions/conditions:
A. An exception to the provisions of 4-24(D)(2)of the City of Oshkosh
Municipal Code is granted to allow amplified music until 12:00 a.m.,
Sunday, August 14
B. Approval is contingent upon the pre-payment of $32,177.31 to be
invoiced to the applicant and received no later than thirty (30) days
in advance of the event date per the provision of 5-18 VII
(C)(1)(d)(iv) that payment of estimated extraordinary services may
be required prior to an event, with any balance due within thirty
(30) days upon final invoice after the conclusion of the event. Upon
failure to make prepayment staff is directed to give notice to
applicant via email provided by the applicant on his/her application
or as may be updated by the applicant. Failure ot make pre-
payment of the amount due within five (5) business days of notice of
non-payment shall automatically revoke approval for the event with
no further action being deemed necessary from the Common
Council.

BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer
shall pay the City’s actual costs for extraordinary services. Approval of this request shall
not be interpreted as approval to conduct the event during any period of emergency order
or declaration prohibiting such event. Approval of this event shall not be interpreted to
supersede any emergency order or declaration applicable to such event and all events shall
remain subject to all applicable ordinances, orders, declarations and requirements for
public gatherings.
Cost Estimates for Extraordinary Services
Police
Staffing $22,336.61 (preliminary estimate includes dedicated staffing of 234.75 officer
hrs., 40 Supervisor hrs., and 24 CSO hrs.)
Equipment/Vehicle $1019.02 (preliminary estimate includes 40 dedicated hrs. of police
vehicles, & 28 ATV hrs.)
Supplies/Materials $27.50 (preliminary estimate includes use of no parking signs)
Fire
Inspections $134.24 (preliminary estimate includes 2 hrs. for inspection services)
Staffing $6,943.86 (preliminary estimate includes 33 hrs. of 3 dedicated paramedic
crews)
Equipment/Vehicle $1,358.94 (preliminary estimate includes 33 hrs. of 3 dedicated
ambulances)
Streets
Staffing $127.68 (preliminary estimate includes 4 staff hr.)
Equipment/Vehicle $91.96 (preliminary estimate includes use of vehicle to deliver &
pick up barricades)
Supplies/Materials $137.50 (preliminary estimate includes use of barricades & signs)

RE: Approve Special Event – Wisconsin Jam LLC to hold Wisconsin Jam 2022 at the
Sunnyview Exposition Center & to utilize Winnebago County Community Park
for parking
BACKGROUND
In 2018 the Sunnyview Exposition Stadium was completed and gifted to Winnebago County.
Over the last several years, County staff has been seeking opportunities to bring large events
in to the stadium. The City of Oshkosh has received a Special Event Permit application for the
Wisconsin Jam 2022, which is anticipated to draw approximately 37,000 people in August at
the stadium.
ANALYSIS
With the complexity of a 37,000 person event being hosted at the stadium, there is a need for
significant extraordinary services, including the Oshkosh Police Department, Oshkosh Fire
Department and Streets Department personnel, equipment and supplies. As this is a new
event for our community and we do not have a prior history of working with the sponsoring
organizer, City staff is recommending prepayment per the Municipal Code Section 5-18 VII
(C)(1)(d)(iv) that payment of estimated extraordinary services may be required prior to an
event.
FISCAL IMPACT
The extraordinary services estimate of $32,177.31 includes police, fire and street personnel,
equipment and supplies.
RECOMMENDATION
City staff recommends approval.
