PURPOSE: APPROVE AMENDMENT WITH LIFEQUEST SERVICES FOR EMS
BILLING AND COLLECTION SERVICES AGREEMENT FOR THE
OSHKOSH FIRE DEPARTMENT 2022-2025
INITIATED BY: PURCHASING
WHEREAS, the City and LifeQuest Services previously entered into a professional
services agreement in which LifeQuest would provide the City with services related to
ambulance billing and collections services for the Fire Department; and
WHEREAS, Fire and Finance are satisfied with LifeQuest’s services and would
like to extend the current agreement for another three-year term to run from April 1,
2022 to March 31, 2025.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section
12-16 of the Municipal Code to enter into an amended agreement with LifeQuest.
BE IT FURTHER RESOLVED that an amendment to the agreement with LifeQuest
Services is approved and said City officials are authorized and directed to take those steps
necessary to implement the terms and conditions of the final agreement.

RE: Approve Amendment with LifeQuest Services for EMS Billing and Collection Services
Agreement for the Oshkosh Fire Department 2022-2025
BACKGROUND
In 2017 the City conducted an RFP for ambulance billing and collections services. The RFP included
mandatory requirements for proposers to demonstrate their experience/expertise in patient billing,
third party payer billing, cash collection, account collection efforts, collections with
hardship/bankruptcies, accounting procedures and internal controls, technology, records
management/disaster recovery planning, HIPAA compliance and more. That RFP evaluation process
resulted in a recommendation to award to LifeQuest Services. At their January 24, 2017 meeting the
Common Council awarded an agreement to LifeQuest for a three-year term with the option for two,
one-year renewals. The term for this agreement has since expired.
ANALYSIS
Fire and Finance staff indicated they are very satisfied with LifeQuest’s past performance in all areas of
their EMS billing and collection services. As such they requested an amendment from LifeQuest to
extend the current agreement for another three-year term to run from April 1, 2022 to March 31, 2025.
FISCAL IMPACT
LifeQuest’s rates for billing and collection services will remain unchanged for this term extension: they
will continue to charge a 5.25% fee for all dollars collected in Phase 1 and 2 (up to 180 days) and a 28%
fee for Phase 3 Collections. The revenue for EMS billing and collection services for the last three years
are as follows: 2021: $2,683,242.34, 2020: $2,157,687.40 and 2019: $2,619,532.04.
RECOMMENDATION
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including these services, may be procured without the use of competitive bidding
or quotation process. In accordance with Section 12-16 of the Code, and with the approval of the City
Manager, staff is recommending the Common Council approve this amendment. If there are any
