FOR INSTALLATION OF EMERGENCY GENERATOR FOR THE OSHKOSH GRAND OPERA HOUSE ($86,191.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for an electrical contractor to install the generator for the Grand Opera House; and WHEREAS, upon the opening and tabulation of bids, the following is the only bid: NORTHERN ELECTRIC INC. 314 N. Danz Avenue Green Bay, WI 54302 Total Bid: $86,191.00 WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid and recommends its acceptance. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. Urben, General Services Manager DATE: March 10, 2022 RE: Award Bid to Northern Electric Inc. for Installation of Emergency Generator for the Oshkosh Grand Opera House ($86,191.00) BACKGROUND The current emergency generator at Grand Opera House is 36+ years old and has reached the end of its service life. To date this project has incurred a total of $61,920.48 in costs for the cooperative purchase of the new generator (JFTCO Inc.- $45,970.48) and architect/engineering fees (Hanson Design Group- $15,950). This memo addresses the remaining work of this project which is to accept bids for an electrical contractor to install the generator. If approved the project is expected to commence this summer and be completed by the spring of 2023. ANALYSIS Working in conjunction with Hanson Design Group, Facilities Maintenance and the Grand Foundation staff, Purchasing prepared bid specifications for the final installation of this generator. This bid includes removing the existing generator, installing the new generator, making all final electrical connections and decommissioning the former unit. Bids were due March 3, 2022. The bid tab is attached. After reviewing the sole bid received it was concluded that Northern Electric Inc.’s bid met the minimum bid specifications and was competitive. FISCAL IMPACT The fiscal impact of this bid for the installation of this generator is $86,191.00. Combining the costs of work done to date ($61,920.48) with this final installation bid ($86,191.00), the total fiscal impact for this project is anticipated to be $148,111.48. Finance has confirmed there sufficient CIP funds available for this project that will be charged between A/N#: 03221020 7204-63004 (Machinery & Equipment- GOH Improvements) and A/N# 03221020 7214-63004 (Buildings- GOH Improvements). RECOMMENDATION Staff recommends the bid for this project be awarded to Northern Electric, Inc. for $86,191.00. Respectfully Submitted, Approved: Jon G. Urben, General Services Manager John M.
