HomeMy WebLinkAbout2-14-22 Minutes ADVISORY PARK BOARD FEBRUARY 14, 2022 Present: Lauren Bartelt, Amy Davis, Tony Dirth, Scott Greuel, Devon Hudak, Deborah Martin, Becky Metz, Lester Millette, Lori Palmeri, Joseph Stephenson (Alternate Board Member) Absent: Koby Schellenger (Alternate Board Member) Other: Lynn Lorenson, City Attorney; Amy VandenHogen, Assistant City Attorney Staff: Ray Maurer, Parks Director; Bill Sturm, Landscape Operations Manager; Jenny McCollian, Revenue Facilities Manager; Stacy James, Recording Secretary CALL TO ORDER & ROLL CALL Chair Davis called the meeting to order at 6:01 P.M. A quorum was determined to be present. Mayor Palmeri and Joseph Stephenson joined the meeting at 6:07pm. APPROVAL OF MINUTES Motion by Martin for approval of the January 10, 2022 minutes. Seconded by Millette. Motion carried 8-0. NEW BUSINESS 1) PRESENTATION BY CITY ATTORNEY’S OFFICE ON BOARD AND COMMISSION RULES, OPEN MEETINGS, PUBLIC RECORDS AND ETHICS Ms. Lorenson and Ms. VandenHogen reviewed the current rules and how they apply to the Advisory Park Board. They state that if any Board members have questions regarding the rules or how they apply to them beyond what was discussed to contact the City Attorney’s office for assistance. PARK DIRECTOR’S REPORT Mr. Maurer gave updates on ongoing projects. He states that the introductory meeting with Cardinal Construction and SmithGroup for the Lakeshore Park 4-seasons building has taken place. The ground breaking is scheduled for March 28, 2022 at 4pm and Board members are invited. An official invite will be sent in the future. Requests for quotes have been sent out for the Chief Oshkosh signage. Mr. Maurer will continue to keep the Board advised as this project moves forward. Lastly, the naming request for Pickart Park in Pickart Estates was approved by Council on February 8. Seasonal employment opportunities were posted on the city’s website at the beginning of February. Mr. Maurer encouraged the Board and the public to spread awareness regarding the postings and encourage people to apply. There are also postings for full time positions including two arborists and one horticulturist. ADVISORY PARK BOARD MINUTES PAGE TWO FEBRUARY 14, 2022 Mr. Maurer then announced that Bill Sturm, Landscape Operations Manager, would be retiring as of March 4. He thanked Bill for 18 years with the City and all of the work that he has done in that time. LANDSCAPE OPERATIONS MANAGER’S REPORT Mr. Sturm updated that staff continues work on the annual tree pruning cycle. They also are taking advantage of the lack of snow to be able to remove trees on park properties. Staff continues to work with contractors on ash tree removals. Lastly, orders have already been placed for plants, trees and equipment to begin work when the spring season starts. He adds that it has been a pleasure working with the city. Staff has always been supportive and the community has been great to work with. He is proud of a lot of the projects that he has worked on over the years. Mr. Sturm thanked the Board for their support and appreciation. REVENUE FACILTIES MANAGER’S REPORT Ms. McCollian states that she has had a busy off season getting everything ready for the summer. Upcoming events include the Breakfast with the Bunny and Egg-Citing Day at the Zoo events. This will be the first time the City has hosted these events since 2019. Breakfast with the Bunny will take place at Webster Stanley Middle School this year which will be a good location due to its proximity to the park. Brews on the Bay was a new event in 2021 and was well attended as well as supported by sponsors and local breweries. In 2022 there will be eight Brews on the Bay events; seven of them at the Kiwanis Shelter in Menominee Park and the eighth one will take place in the Menominee Park Zoo on the eve of Zooloween Boo (October 14). This will be a fun nighttime event and will still have bands, food trucks and craft beers. Ms. McCollian then reviewed the schedule for the Live at the Leach Tuesday Night Concert Series. She pointed out that due to staffing and attendance it was decided that the Tuesday Night Concerts and Brews on the Bay events would be staggered so that there aren’t two events in the same week. She has all of the bands booked for the Tuesday night concerts and is working currently on booking the family entertainment. Volunteers and sponsors for the events are always needed and Ms. McCollian encourages anyone who is interest in doing so to contact her. OTHER BUSINESS Mr. Maurer showed the Board a fly around of the new Parks Administration building that was received from the architect. Bids are due on February 24 for the project. As for future meetings, the March Board meeting is scheduled for the same night as the Virtual State of the City event. Given the timelines, if there is not any agenda item that comes up over the next month, the Board may not meet on March 14. Mr. Maurer will continue to keep the Board advised.
