ALGOMA AND VINE CONSTRUCTION SET TO BEGIN: Construction on the Algoma Boulevard and Vine Avenue Reconstruction Project is beginning. The general contractor for this project is Dorner, Inc. Dorner plans to begin construction the week of March 7th. The purpose of this project is to reconstruct Algoma Boulevard from Wisconsin Street to Congress Avenue, and Vine Avenue from Algoma Boulevard to High Street. Sanitary sewer, water main, storm sewer, and corresponding laterals will be installed, replaced, or repaired, as needed, and electrical work will be completed prior to placing new concrete pavement. Additional work under this Contract includes storm sewer work along High Avenue and northwest of Vine Avenue, and storm sewer, water main, and sanitary sewer work within the vacated Blackhawk Street right-of-way from Algoma Boulevard to the Fox River to allow for the Algoma Boulevard area to be serviced for storm and sanitary sewers and water mains. Below are the expected phases of construction for this project:  Vacated Blackhawk Street right-of-way (Fox River to Algoma Blvd) Starts the week of March 7th. Anticipate four (4) weeks for utility installation; restoration to follow  High Avenue (Vine Avenue to Osceola Street) – Starts the week of March 14th. Anticipate three (3) weeks for utility installation; pavement restoration to follow.  Vine Avenue (High Avenue to Algoma Boulevard) – Starts the week of March 21st. Anticipate six (6) weeks for utility installation; pavement installation to follow.  Algoma Boulevard (Vine Avenue to Osceola Street) – Starts the week of April 4th. Anticipate ten (10) weeks for utility installation; concrete pavement/restoration to follow.  Algoma Boulevard (Osceola Street to Wisconsin Street) – Starts the week of June 13th. Anticipate three (3) weeks for utility installation; concrete pavement/restoration to follow.  Algoma Boulevard (Congress Avenue to Vine Avenue) – Starts the week of July 4th. Anticipate seven (7) weeks for utility installation; concrete pavement / restoration to follow. All of the work in these phases is weather dependent. The substantial completion date for this project is November 11th. STATE OF THE CITY DATE CHANGE: The 2022 Oshkosh State of the City, originally scheduled to be released on March 14, will now debut on Monday, March 28 at 6 p.m. The State of the City is a look at Oshkosh’s recent accomplishments and a look ahead at what’s to come for the city. The program will air on Oshkosh Media’s Gov TV, and stream live on the Oshkosh Media YouTube channel, OshkoshMedia.org, and Oshkosh Media’s free Gov TV channel on Roku, Amazon Fire TV and Apple TV. This year’s program will be a virtual event similar to last year, not an in-person event at the city’s Convention Center. It will feature the City Manager’s address where City Manager Rohloff will highlight our city’s progress, look at what’s to come later in 2022, and look ahead to future goals. The program will also feature Community Partnership awards, Citizen Service awards and much more. State of the City will also be available on-demand on the Oshkosh Media YouTube channel. NO TIME FOR CRIME: February was this year's kickoff to the "No Time For Crime" program starting with Webster Stanley Elementary School. Crime Prevention/Public Affairs Officer Kate Mann will be visiting all 3rd grade elementary school students throughout the City of Oshkosh to talk about the program. The “No Time For Crime” program was designed to create positive interaction between students, police and the schools. “No Time For Crime” teaches students about making good choices, what Police Officers do in our community, the “tools” on an officer’s tool belt, Stranger Danger, a variety of safety topics, and new this year, the "Yell and Tell" program. Officer Mann then follows her presentation with a Q & A session, giving the students an opportunity to ask questions about what they learned. Officer Mann is looking forward to another successful year of “No Time For Crime!” 4. BOWENSTREET REPEATS: Crime Prevention/Public Affairs Officer Kate Mann, Sergeant Adam Haberland, Officer Brian Denor, and Officer Courtney Scoles of the Oshkosh Police Department teamed up with John Holland of the Oshkosh Fire Department to participate in the Bowenstreet Repeats' 2nd Annual Free Toy Giveaway in honor of Black History Month on Saturday, February 26, 2022. Each toy that was given out contained a poem, quote or lyrics from an influential black individual from past or present. Everyone had a great time and the kids enjoyed the toys, books and goodies they received during the event. Thank you to our community partners who generously donated to this event! 5. INSPECTION SERVICES DIVISION FEBRUARY 2022 REPORT: The city’s Inspection Services Division reported the total value of permits issued during February increased by 81 percent compared with the value of permits issued during February 2021. Collection fees for the month increased by 45 percent over the same period a year ago as well. The growth in both permit value and fees collected was primarily fueled by a more than $3.7 million electrical permit for the new Vel Phillips Middle School currently under construction. LOOKING AHEAD: Among the meetings I have scheduled for the week of March 7 are: At 8:00 AM on Monday I will be meeting with Mayor Palmeri to discuss Tuesday’s agenda. At 10:00 AM I am meeting with staff regarding future plans for the transit center. At 5:00 PM I will be attending the Chamber of Commerce‘s Annual Meeting and Recognition Program at the Convention Center. On Tuesday at 7:30 AM I will be attending the Community Sounding Board meeting. For the remainder of the business day I am scheduled to record my portion of the State of the City address. At 5:00 PM on Wednesday I will be attending the Women in Government meeting at the Whittburn Center. On Thursday at 7:30 AM I will be attending the GOEDC Executive Committee meeting. At 2:00 PM I will be attending the virtual Local Government Funding meeting. On Friday at 9:30 AM I will be meeting with County Executive Jon Doemel and the Oshkosh/Winnebago County Housing Authority Executive Director, Stuart Kuzik. I will be leaving for vacation Friday afternoon, and will be out of the office the week of March 14 through March 18th, returning on March 21.
