HomeMy WebLinkAbout15. 22-103MARCH 8, 2022 22-103 RESOLUTION (CARRIED___7-0____LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: REJECT BID COMMUNITY DEVELOPMENT CONTRACT NO. 22-10 FOR WILLIAM WATERS PLAZA GAZEBO CONSTRUCTION INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh advertised for bids for William Waters Plaza Gazebo construction; and WHEREAS, the Community Foundation secured private donations totaling $293,000.00 for construction of the William Waters Plaza Gazebo; and WHEREAS, the City received one bid for construction of the William Waters Plaza Gazebo in the amount of $404,800.00; and WHEREAS, Section 62.15 (5) allows the City to reject bids; and WHEREAS, it is in the best interests of the City to reject the bid as the Community Foundation is unable to provide sufficient funding for the $404,800.00 project at this time. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Common Council finds that accepting the bid received for construction of the William Waters Plaza Gazebo would be against the best interests of the City and that the appropriate City officials are hereby authorized to reject the bid received. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Mark Lyons, Planning Services Manager DATE: March 3, 2022 RE: Reject Bid Community Development Contract 22-10 for William Waters Plaza Gazebo Construction BACKGROUND In 2019, the River East Neighborhood Association proposed and received approval for the implementation of the William Waters Plaza Master Plan as an approved Great Neighborhoods project. City staff, along with the Oshkosh Area Community Foundation, worked to secure private donors to cover the anticipated construction costs of the project. The City worked with MSA Professional Services, Inc. on the design, bid documents, and cost estimates for the construction of a new gazebo as part of the ongoing renovations of William Waters Plaza. Community Development staff worked with the Public Works staff and sought bids for the construction of the gazebo. ANALYSIS A total of $293,000 was raised to cover the anticipated cost of construction. The City received only one (1) bid for the project, totaling $404,800. Insufficient funding exists at this time to award the bid. RECOMMENDATION The Common Council rejects the bid for Community Development contract 22-10 for William Waters Plaza Gazebo Construction.
