PURPOSE: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH
JACOBS ENGINEERING GROUP, INC. FOR WASTEWATER
TREATMENT PLANT FACILITY PLAN AND TERTIARY
TREATMENT DESIGN REPORT ($491,800.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with Jacobs Engineering
Group, Inc. for professional assistance related to completing the engineering
investigations, analyses, and documentation needed to prepare the WWTP Facility Plan
and Tertiary Treatment Design Report as required by the WPDES Permit compliance
schedule in the amount of four hundred ninety-one thousand eight hundred dollars
($491,800.00).

RE: Approve Professional Services Agreement with Jacobs Engineering
Group, Inc. (Jacobs) for Wastewater Treatment Plant Facility Plan and
Tertiary Treatment Design Report ($491,800)
BACKGROUND
The City of Oshkosh’s (City) Wastewater Treatment Plant (WWTP) is operating under its
approved Wisconsin Pollutant Discharge Elimination System (WPDES) Permit No. WI-
0025038-09-1 settlement agreement. To conform with its WPDES Permit and the Upper
Fox and Wolf Rivers’ total maximum daily load (TMDL) approved in 2020, the City has
completed a series of evaluations related to compliance with water quality-based effluent
limits for total phosphorus.
The purpose of the WWTP Facility Plan and Tertiary Treatment Engineering Report
Project is to complete the engineering investigations, analyses, and documentation
needed to prepare the WWTP Facility Plan (Facility Plan) and Tertiary Treatment Design
Report (Design Report), as required by the compliance schedule in our WPDES Permit.
Additionally, the study will provide a comprehensive study of the WWTP and site. The
Department of Public Works has completed several studies of the wastewater collection
system and WWTP since 2017. While these studies have covered a variety of
improvements, most were done to address single projects or issues. The intent of this
agreement is to perform a full facility study and prepare a Facility Plan to help implement
projects in an orderly, cost-effective manner.
Jacobs was asked to provide a proposal for completing the engineering investigations,
analyses, and documentation needed to prepare the WWTP Facility Plan and Tertiary
Treatment Design Report as required by the WPDES Permit compliance schedule for
TMDL-bases phosphorus limits. Jacobs was selected due to their extensive experience
with these types of services and the City’s WWTP.

ANALYSIS
The services to be provided with this agreement include summarizing background
information and planning assumptions, evaluating the system and identifying needed
improvements, analyzing improvement alternatives, analyzing septic haulers and street
sweepers dump site alternatives, preparing Facility Plan, coordinating public
involvement in review of the Facility Plan, and developing Tertiary Treatment Design
Report. Public Works staff carefully reviewed the scope of services and the proposed
cost, and found that it is in line with the level of effort necessary to complete the project.
FISCAL IMPACT
The proposed fee is not to exceed $489,000. Funding for these services will come from
the 2020 and 2022 Capital Improvement Programs:

RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services
of a specialized nature, including engineering services, may be procured without the use
of formal, sealed quotes. I have reviewed this agreement and in accordance with Section
12-16 of the Municipal Code, I am hereby recommending the Common Council approve
the award of this professional services agreement.
