FOR HARDSCAPE AND GARDEN WALL REHABILITATION FOR OSHKOSH PUBLIC MUSEUM ($168,820.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for Hardscape and Garden Wall Rehabilitation for the Oshkosh Public Museum; and WHEREAS, upon the opening and tabulation of bids, the following is the only bid: CAPELLE BROS. & DIEDRICH, INC. 248 N Hickory Street Fond du Lac, WI 54935 Total Bid: $168,820.00 WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid and recommends its acceptance. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: March 1, 2022 RE: Award Bid to Capelle Brothers & Diedrich, Inc. for Hardscape and Garden Wall Rehabilitation for Oshkosh Public Museum ($168,820.00) BACKGROUND The Public Museum is seeking to replace and/or repair bricks, stone and mortar at the Sawyer House property and its garden wall. The project will address much needed replacement of the concrete steps and landings as well as collateral repairs to adjacent bricks and mortar. The garden wall rehabilitation will include repairs to distressed bricks, stone and mortar. The Museum engaged FEI (Facility Engineering Inc.) to design bid specifications and coordinate construction management of the project. ANALYSIS Working with the Museum and Purchasing staff, FEI prepared bid specifications for this project. The bid was advertised in the local newspaper and posted on DemandStar. Bids were due February 22, 2022. It was consensus of FEI and City staff that the sole bid from Capelle Brothers & Diedrich Inc. met the minimum bid requirements and was competitive. The bid tab is attached. Work is expected to begin June 6 and be completed by July 15, 2022. FISCAL IMPACT The fiscal impact of this bid is $168,820.00. This bid, added to FEI’s design fee of $13,751.50 brings the total fiscal impact of this project to $182,571.50. This project will be funded from using $138,166 remaining in the Museum Building Improvements Fund (A/N#: 3231070 7214 63170) with the overage being drawn from the 2022 CIP Create General Purpose Room (A/N#: 3231070 7214 63170) that was allocated $50,000 and will be postponed until 2023. RECOMMENDATION Purchasing recommends the Common Council award this bid to Capelle Brothers & Diedrich, Inc. for $168,820.00. Respectfully Submitted, Approved: Jon G.
