(Strand) for Engineering Design Services for South Koeller Street Rehabilitation ($75,000) As a part of the Bipartisan Infrastructure Law, funding is being routed through the State to disseminate for projects. The Wisconsin Department of Transportation (WisDOT) has asked local governments to review existing local program project opportunities. At this time, the exact funding is unknown, but planning estimates show the increase in funding to be significant. The 2022 funding application deadline is scheduled for April 1, 2022. In turn, Plans, Specifications, and Estimates must be completed and have a project ready to bid by August 1, 2022. The Department of Public Works requested a proposal from Strand for assistance with engineering design services for the rehabilitation of South Koeller Street. The services to be provided will include preparation of design reports; environmental documentation; agency communication; utility communication; public involvement services; preparation of road drawings; meeting participation; and preparation of Wisconsin Department of Transportation plans, specifications, and estimates. Strand was chosen for these services due to their staff familiarity with the City of Oshkosh and WisDOT, and their availability to complete this Project on very tight deadlines. The cost of these services is estimated not to exceed $75,000 and will be funded through Street CIP projects which have come in under budget and will be charged to Account #03210410-6801- 04217/Contract Control-Paving-22-17 S Koeller St. Chapter 12 of the Municipal Code of the City of Oshkosh (Code) provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed this agreement and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve the award of this professional services agreement. MAR/jlg
