Mayor Palmeri presided. PRESENT: Council Members Lynnsey Erickson, Michael Ford, Matt Mugerauer, Courtney Hansen, Aaron Wojciechowski and Mayor Lori Palmeri EXCUSED: Council Member Bill Miller ALSO PRESENT: Mark Rohloff, City Manager; Jessi Balcom, City Clerk; Lynn Lorenson, City Attorney, and Kelly Nieforth, Community Development Director CITIZEN STATEMENTS There were no citizen statements to Council. Resolution 22-44 Approve Naming of Parkland Dedicated with Pickart Estates Subdivision as Pickart Park (Advisory Park Board Recommends Approval). PROCEEDINGS OF THE COMMON COUNCIL – FEBRUARY 8, 2022 2 Resolution 22-45 Approve Waiver for Event Extraordinary Services Fees for Block Parties & Parades – 2022. Resolution 22-46 Approve Professional Services Agreement with Professional Service Industries, Inc. for Construction Materials Testing for the 2022 Capital Improvement Program ($96,650.00). Resolution 22-47 Award Bid to Michels Materials, MCC Inc. & Northeast Asphalt Inc. for Road Materials for Various Departments. Resolution 22-48 Approve Purchase of City Hall Security Improvements from CableCom LLC for General Services ($97,737.00). Resolution 22-49 Approve Purchase of Lighting Poles & Fixtures from Enterprise Lighting LTD, Traffic Signal Equipment from Traffic & Parking Control Co. PROCEEDINGS OF THE COMMON COUNCIL – FEBRUARY 8, 2022 3 Resolution 22-45 Approve Waiver for Event Extraordinary Services Fees for Block Parties & Parades – 2022. Council Member Ford stated that Council has previously waived the events fees which totaled over $14,000 and he encouraged community events. Resolution 22-50 Award Bid for Public Works Contract No. 22-05 to Carl Bowers & Sons Construction Co., Inc. for East Lincoln Avenue & Rosalia Street Reconstruction ($5,119,578.37). Council Member Ford commended staff on collecting several bids on the project. MOTION: ADOPT CONSENT (Ford; second, Mugerauer) CARRIED: Ayes (6) Erickson, Ford, Mugerauer, Hansen, Wojciechowski, Mayor Palmeri Ordinance 22-56 Amend Section 17-36 of the City of Oshkosh Municipal Code Pertaining to Public Nuisance Affecting Property Usage FIRST READING: LAID OVER UNDER THE RULES Ordinance 22-57 Approve Zone Change from Urban Mixed Use District (UMU) to Central Mixed Use District (CMU) for Properties Located at the Southeast Corner of Oregon Street & West 6th Avenue (Plan Commission Recommends Approval) FIRST READING: LAID OVER UNDER THE RULES Ordinance 22-58 Approve Zone Change from Two Flat Residential – 10 with a Planned Development Overlay (TR-10-PD) to Single Family Residential – 9 (SR-9) for Properties Located at the East Side of the 600 Block of Grove Street (Plan Commission Recommends Approval) FIRST READING: LAID OVER UNDER THE RULES ACTION TAKEN ON ORDINANCES AND RESOLUTIONS Ordinance 22-59 Re-Adopt Municipal Code Book MOTION: ADOPT (Erickson; second, Wojciechowski) CARRIED: Ayes (6) Erickson, Ford, Mugerauer, Hansen, Wojciechowski, Mayor PROCEEDINGS OF THE COMMON COUNCIL – FEBRUARY 8, 2022 4 Palmeri Ordinance 22-60 Approve Zone Change from Suburban Mixed Use District (SMU) to Suburban Mixed Use District with a Planned Development Overlay for Property Located at 2885 Algoma Boulevard (Plan Commission Recommends Approval) WITHDRAWN BY PETITIONER COUNCIL DISCUSSION, DIRECTION TO CITY MANAGER & FUTURE AGENDA ITEMS Mr. Rohloff explained the Clearwell Project discussion was postponed to allow options to be discuss with the WDNR. He stated staff would provide information regarding the potential possibilities. Deputy Mayor Mugerauer thanked staff for reviewing alternative options for Council to make informed decisions. Council Member Wojciechowski asked for direction from Council on a potential future agenda item to support United Auto Workers (UAW) negotiating a contract. He explained the item was regarding potential support for the production of postal vehicles by Oshkosh Corporation within Oshkosh. Mayor Palmeri stated her support for the potential resolution. Council Member Ford asked Council to be cautious of supporting a resolution that states how a private entity would operate. Mr. Rohloff mentioned he would forward a draft of the potential resolution to Council. Council Member Wojciechowski explained the resolution included why Oshkosh would provide quality products and the potential benefits to the community. Mayor Palmeri mentioned two upcoming workshops: Facilities Study on March 8, 2022 and Workshop regarding Jackson/Oregon Bridge on March 22, 2022 at 5:00 p.m. COUNCIL MEMBER ANNOUNCEMENTS & STATEMENTS Report of Council Liaison for Boards & Commissions Council Member Ford Committee on Aging PROCEEDINGS OF THE COMMON COUNCIL – FEBRUARY 8, 2022 5  Presentation/Discussion on Oshkosh form of government Council Member Wojciechowski Sustainability Advisory Board  Presentation/Best Practices regarding the uses of salt  Environmental Justice discussion CITY MANAGER ANNOUNCEMENTS & STATEMENTS Mr. Rohloff stated the COVID-19 numbers were moving the correct direction however the City was still in the critically high category. He explained that staff was in contact with the Winnebago County Health Department for more information. Deputy Mayor Mugerauer inquired regarding an update on the State of Emergency. Mr. Rohloff stated he would discuss with staff and provide information to Council. Mr. Rohloff mentioned that the outstanding issues were provided to Council which included the life line rates, sewer rates were within the budget and water rates might be brought back for Council to review. Mayor Palmeri asked if Council would review what the life line rate structures could hypothetically look like. Mr. Rohloff explained the review would include hypothetical scenarios. Mr. Rohloff explained the Pollock Community Water Park provided free season passes to qualifying families. He stated that families wishing to apply or review the qualifications could visit the City website. Mr. Rohloff mentioned a professional services agreement with Strand Associates, Inc. (Strand) for Engineering Design Services for Witzel Avenue Utility & Pedestrian Improvements ($75,000.00). Mr. Rohloff mentioned a cooperative purchase of Direct Link Bridge Series Critical Response System for the Police Department ($27,702.94) which was provided by a private donor. Mayor Palmeri asked about the Direct Link Bridge Series Critical Response System. Mr. Rohloff explained the link would allow the Police Department to communicate with PROCEEDINGS OF THE COMMON COUNCIL – FEBRUARY 8, 2022 6 an individual in an emergency situation and could help deescalate a potential situation. Mr. Rohloff mentioned the following cooperative purchases: Purchase of 2022 Vehicles for Fire Department & GO Transit ($62,412.00); Cooperative Purchase of Turnout Gear for Fire Department ($55,136.00); Cooperative Purchase of Emergency Generator for Oshkosh Public Library ($54,653.05) and Cooperative Purchase of Emergency Generator for Fire Station 18 ($34,910.48). Mr. Rohloff explained Oshkosh Park Winter Fun at Roe Park Ice Rink Mardi Gras Party Event on February 18th, 2022; Let’s Glow Crazy Dance Party on February 11, 2022 and St. Patty’s Day Bingo on March 9, 2022. Mayor Palmeri mentioned the National Alliance Mental Illness (NAMI) had reached out with a public objection to the use of the word “crazy” for event titles.
