HomeMy WebLinkAbout15. 22-71FEBRUARY 22. 2022 22-71 RESOLUTION (CARRIED _7-0___LOST _______LAID OVER _______WITHDRAWN _______) PURPOSE: REASSIGN POLLING SITE FOR DISTRICTS 2 AND 3 INITIATED BY: CITY CLERK WHEREAS, voting district 2 & 3 are currently located at Oshkosh Elks Lodge and the City is changing the polling site to 175 E. County Road Y (Sunnyview Christian Church) within the City of Oshkosh; and WHEREAS, Sunnyview Christian Church has agreed to work with the City of Oshkosh to provide space within their facility located at 175 E. County Road Y for the purpose of conducting elections and this facility is ADA compliant, has available parking, and provides a nearby location for the voters of this district. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Districts 2 & 3 polling site be changed to Sunnyview Christian Church located at 175 E. County Road Y. Balcom, City Clerk DATE: February 17, 2022 RE: Reassign Polling Sites / Districts 2, 3 and 7 BACKGROUND State statutes require cities such as the City of Oshkosh to adopt a municipal voting ward plan, establishing voting districts and select a polling site for each district. These requirements were met following the completion of the 2020 Federal Census. ANALYSIS Current polling sites were established in 2021. Generally, it is important to have facilities that have larger rooms or spaces that can accommodate several tables, our election equipment and are easily accessible for public use. Districts 2 and 3 are currently assigned to the Elks Lodge (175 W Fernau Avenue). The Oshkosh Elks Lodge #292 has generoulsy allowed the use of their facility to serve as a polling place for several past elections, and I am very grateful for their service to the community. The polling location for Districts 2 and 3 will be reassigned to Sunnyview Christian Church, 175 E County Road Y starting with the April 5, 2022 Spring Election. Due to the anticipated reconstruction of Algoma Boulevard this year, it is necessary to relocate District 7’s polling location (Reeve Memorial Union, 748 Algoma Boulevard). Road construction will make access to the current location, parking and wayfinding difficult for voters in April, and most likely August and November of this year. The polling location for District 7 will be reassigned to the Culver Family Welcome Center, 625 Pearl Avenue for the April 5, 2022 Spring Election. It is anticipated that the Partisan Primary and General Election may need to be reassigned to Kolf Sports Center or another UWO facility. FISCAL IMPACT There may be minimal cost to educate voters of the community of their new polling locations which will be absorbed into the election budget. RECOMMENDATION City Clerk recommends the Common Council approve the reassignment of the polling sites for voting districts 2, 3 and 7. Respectfully submitted, Approved: Jessi L. Balcom Mark A.
