HomeMy WebLinkAbout11. 22-67FEBRUARY 22, 2022 22-67 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PURCHASE OF POLYMER FEED SYSTEM FOR THE WASTEWATER TREATMENT PLANT FROM ENERGENECS ($204,720.00) INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, the Wastewater Treatment Plant (WWTP) is currently using a UGSI Chemical Feed, Inc. (USGI) polymer wetting system where the mixers, wetting system, and controllers have reached the end of their useful life; and WHEREAS, Energenecs is the licensed vendor for this equipment in this area; and WHEREAS, standardization and compatibility are necessary for the efficient operation of this system. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to waive bids and purchase the wetting system, aging tank mixers, and control panels with equipment from: ENERGENECS 700 East Milan Drive Saukville, WI 53080 Total: $204,720.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Money for this purpose is hereby appropriated from: Acct. Gohde, Assistant Director of Public Works / Utilities General Manager DATE: February 17, 2022 RE: Approve Purchase of Polymer Feed System for the Wastewater Treatment Plant from Energenecs ($204,720) BACKGROUND The Wastewater Treatment Plant (WWTP) currently has a UGSI Chemical Feed, Inc. (USGI) polymer wetting system. The system was installed in 1994 and has functioned well. The system consists of a dry polymer wetting system, polymer aging tank with mixers, aged polymer storage, polymer feed pumps, and dry polymer hoist. The mixers, wetting system, and controls have reached the end of their useful life. These components are resulting in increased maintenance costs and increased use of the polymer. Replacement of this equipment was recommended in the 2017 WWTP and Lift Station Asset Management Plan. ANALYSIS Portions of the existing USGI polymer wetting system are functioning well and have useful life remaining. By replacing the wetting system, aging tank mixers, and control panels with equipment from the same manufacturer, the City can avoid prematurely replacing other equipment. Energenecs is the licensed vendor for this equipment in this area. The optional Bulk Bag Frame included in the quote is not being purchased. FISCAL IMPACT The quote from Energenecs is $204,720. Funding for the replacement of this equipment was included in the Major Equipment section of the 2022 Capital Improvement Program (Account #03221910-7204-65152/Sewer Capital Fund-Machinery & Equipment/WWTP Digester Improvements).
