HomeMy WebLinkAbout08. 22-64FEBRUARY 22, 2022 22-64 RESOLUTION (CARRIED___7-0___LOST______LAID OVER_______WITHDRAWN_____) PURPOSE: APPROVE SUBMITTING APPLICATION TO WISCONSIN DEPARTMENT OF NATURAL RESOURCES FOR MUNICIPAL FLOOD CONTROL GRANT PROGRAM INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, the Wisconsin Department of Natural Resources administers the Municipal Flood Control Grant Program for financial assistance to local units of government for implementing strategies to reduce the risk of flood damage to properties; and WHEREAS, based upon the current Capital Improvement Program schedule and budgets, this grant may assist the City of Oshkosh in constructing the proposed Rural II Detention Basin Project within the Sawyer Creek Watershed; and WHEREAS, the approval of this resolution allows staff to submit the grant application, which, if awarded, will reduce the City cost of the Project. NOW, THEREFORE, BE IT RESOLVED that the proper City officials are authorized and directed to execute any and all documents required for purposes of the same, and are further authorized and directed, if said grants are awarded to accept such funds, pursuant to the terms of the grant application. This program offers financial assistance to local units of government for implementing strategies to reduce the risk of flood damage to properties. These strategies can include the acquisition of property, demolition of flood-prone structures, flood proofing structures, and construction of practices that reduce flood elevations (such as detention basins). The City of Oshkosh has previously received $1,710,000 in grants under this program for the acquisition of land, and the construction of flood-risk reduction projects. ANALYSIS Based upon the current Capital Improvement Program schedule and budgets, this grant application will assist the City of Oshkosh in constructing the proposed Rural II Detention Basin Project within the Sawyer Creek Watershed. FISCAL IMPACT The approval of this resolution allows staff to submit the grant application, which, if awarded, will reduce the City cost of the Project. The grant program reimburses municipalities fifty percent (50%) of their costs. No single grant recipient is allowed to receive greater than twenty percent (20%) of the overall state budget for this program. In this case, the maximum grant amount would be $484,000.
