PURPOSE: AWARD BID TO BADGER HARDWOOD FLOORING CO. FOR
GRAND OPERA HOUSE STAGE FLOOR REPLACEMENT FOR
GENERAL SERVICES ($42,400.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for replacement
of the wood stage floor in the Grand Opera House; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:
BADGER HARDWOOD FLOORING CO.

Total Bid: $42,400.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance; and
WHEREAS, the 2021 CIP allocated $35,000 for this project; and
WHEREAS, costs for this project will be charged to the Buildings - Improvements
account which has sufficient funds from savings realized from other projects to address the
overage.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file.

RE: Award Bid to Badger Hardwood Flooring Co. for Grand Opera House Stage Floor
Replacement for General Services ($42,400.00)
BACKGROUND
The current wood stage floor in the Grand Opera House was installed during the 1986 restoration. The
floor is in need of replacement due to wear and tear over the last 35+ years. The Common Council
allocated $35,000 for this replacement in the 2021 CIP. Last year TR Karrels was engaged for professional
services for designing the bid specifications for this project which includes removal of the existing finish
flooring material, installation/finishing of the new finish flooring material and repairs of the ramp area
from the stage floor to the exterior stage entrance door and framing over the orchestra pit to address
signs of sagging. This project will be done this summer between July 12 and August 19.
ANALYSIS
Working with TR Karrels, Grand Foundation staff and Facilities Maintenance staff, Purchasing prepared
bid specifications for this project. The bid was advertised in the local newspaper on posted on
DemandStar. Bids were due February 1, 2022. The bid tab is attached. It is the consensus of TR Karrels
and staff that the sole bid from Badger Hardwood Flooring Co. is competitive and meets all the minimum
bid requirements.
FISCAL IMPACT
The fiscal impact of this bid is $42,400.00. This bid, added to TR Karrel’s A/E fee of $6,640.00 brings the
total fiscal impact of this project to $49,040.00. The 2021 CIP allocated $35,000 for this project. This project
will be charged to A/N#: 03221020 7214 63004 (Buildings- Improvements). This account has sufficient
funds from savings realized from other projects to address the $14,040.00 overage.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Badger Hardwood Flooring Co. for
$42,400.00.
