RE: Cooperative Purchase of Emergency Generator for Fire Station 18 ($34,910.48)
BACKGROUND
The current generator at Fire Station 18 is 20+ years old and has reached the end of its service life. The
generator provides back up power to the station during power outages. At their November 23, 2021
meeting the Common Council approved the allocation of $60,000.00 in ARPA funding for the
replacement of this generator.
ANALYSIS
Working with Fire, Facilities Maintenance staff and Hanson Design Group (electrical engineer),
Purchasing identified the necessary specifications required for the new generator including type, size,
warranty and service. Based on this review, staff concluded a 50 KW Caterpillar generator via the
national cooperative contract from Sourcewell would best meet the needs of this project. Using
Sourcewell cooperative contract #120617-CAT the city was able to secure a 31% discount on the new
generator. Using this contract the City was able to save $11,328.02. Fabick Cat (dba/JFTCO Inc.) is the
local authorized Caterpillar dealer. The new unit is expected to arrive sometime this fall. The City
anticipates Hanson Design Group will be engaged later this year to design the bid specifications for the
install of the unit.
FISCAL IMPACT
The fiscal impact of this generator purchase via the Sourcewell cooperative purchasing program is
$34,910.48. At their November 23, 2021 meeting the Common Council approved the allocation of
$60,000.00 in ARPA funding for the replacement of this generator. This purchase was charged to A/N#:
02240230 7214 15132 (Buildings- Fire Department Generator). The bid for the install work is expected to
be solicited and awarded in late 2022 or early 2023. The funds remaining in this project will be used for
design fees and the bid for installation.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council. If
