RE: Cooperative Purchase of Emergency Generator for Oshkosh Public Library ($54,653.05)
BACKGROUND
The current generator at the Oshkosh Public Library is 29 years old and has reached the end of its service
life. The generator provides back up power to the Library during power outages. At their November
23, 2021 meeting the Common Council approved the allocation of $160,000.00 in ARPA funding for the
replacement of this generator. The Hanson Design Group (electrical engineer) has been engaged as
professional services to design the specifications for the generator and the bid specifications for the install
of the unit.
ANALYSIS
Working with Library, Facilities Maintenance staff and Hanson Design Group, Purchasing identified the
necessary specifications required for the new generator including type, size, warranty and service. Based
on this review, staff concluded a 100 KW Caterpillar generator via the national cooperative contract from
Sourcewell would best meet the needs of this project. Using Sourcewell cooperative contract #120617-
CAT the city was able to secure a 35% discount on the new generator. Using this contract the City was
able to save $17,285.45. Fabick Cat (dba/JFTCO Inc.) is the local authorized Caterpillar dealer. The new
unit is expected to arrive sometime this fall.
FISCAL IMPACT
The fiscal impact of this generator purchase via the Sourcewell cooperative purchasing program is
$54,653.05. At their November 23, 2021 meeting the Common Council approved the allocation of
$160,000.00 in ARPA funding for the replacement of this generator. Factoring in Hanson Design Group
design fees of $17,250.00, there were sufficient remaining funds for the purchase of this generator. This
purchase was charged to A/N#: 02241060 7214 15131 (Buildings- Library Generator). The bid for the
install work is expected to be solicited and awarded in late 2022 or early 2023.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council. If
