RE: Cooperative Purchase of Turnout Gear for Fire Department ($55,136.00)
BACKGROUND
National Fire Protection Association (NFPA) 1851 has requirements set forth for Personal
Protection Equipment (PPE) standards of turnout gear which include a maximum service life of
10 years for turnout gear items such as pants and jackets. The Fire Department identified
various turnout items in their inventory that have exceeded these NFPA 1851 service life
standards. The 2022 CIP allocated $71,000.00 for the Fire Department to bring any outdated
turnout gear into NFPA 1851 compliance.
ANALYSIS
Purchasing confirmed Conway Shield holds a cooperative contract for jackets, pants and jacket
lettering through the Wisconsin VALUE group (Contract # 2016-247-X2/X3 for Globe Turnout
Gear). Purchasing has confirmed this purchase is pursuant to the cooperative purchase
exception of our purchasing ordinance. This order will include 23 jackets, 23 pants and 363
letters for jackets.
FISCAL IMPACT
The fiscal impact of this purchase via the Wisconsin VALUE cooperative purchasing program
is $55,136.00. This purchase will be charged to A/N#: 02240230 7204 15132 (Machinery &
Equipment). The remaining funds in this CIP account will be used for additional PPE purchases
for helmets and boots.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager,
cooperative purchases pursuant to a contract with any other local, state or federal governmental
unit or agency may be made without following a competitive bidding or quotation process. In
accordance with Section 12-15 of the Municipal Code, I am hereby submitting a report of this
purchase to the Common Council. If you have any questions on this purchase please contact
