Rohloff, City Manager DATE: January 28, 2022 RE: Cooperative Purchase of Direct Link Bridge Series Critical Response System for the Police Department ($27,702.94) BACKGROUND The Police Department recognizes that responding to critical incidents such as hostage/barricade standoff situations exposes their personnel to many risks and liabilities including the potential for several injury/loss of life for officers, subjects and innocent citizens, civil litigation, post-traumatic stress and other issues. In an effort to minimize these risks the Police Department determined a Crisis Response System would be an invaluable response tool during such incidents. Such a system provides various communications and intelligence data gathering/sharing features designed to enhance situational awareness which will lead to a more successful and expedient resolution of incidents. This tool is also expected to reduce the number of personnel hours required to respond to such incidents. ANALYSIS Purchasing confirmed Enforcement Technology Group holds the cooperative contract for a Direct Link Bridge Series Crisis Response System through GSA (General Services Administration) Contract #GS-07F- 0015M). Purchasing confirmed this purchase is pursuant to the cooperative purchase exception of our purchasing ordinance. This system includes all hardware, A/V equipment, connections and cabling. FISCAL IMPACT Using GSA contract pricing the City will realize a discount of $1,458.05. Total fiscal impact for this system from Enforcement Technology Group is $27,702.94. This project was funded from donations and will be charged to A/N#: 02150211 7204 02105 (Machinery and Equipment – Crime Prevention). RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12- 15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council.
