PURPOSE: APPROVE COOPERATIVE PURCHASE FOR 2022 POLICE
VEHICLES TO EWALD AUTOMOTIVE GROUP FOR POLICE
DEPARTMENT ($194,920.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the Police Department has determined a need to purchase new vehicles
which include: five (5) 2022 Ford Police Interceptor Utility (K8A) AWD vehicles and one
(1) 2022 Ford Ranger (R1F) XL 4WD SuperCab 6’ Box; and
WHEREAS, by participating through the State of Wisconsin Cooperative Purchase
program, staff was able to obtain a more competitive price; and
WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that
purchases may be done without the use of formal sealed quotations or bids pursuant to a
contract with any other local, state or federal governmental unit or agency; and
WHEREAS, Ewald’s Hartford Ford holds the State of Wisconsin Department of
Administration contract (#505ENT-M21-VEHICLES-03) for Law Enforcement Vehicles.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicles
from:

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

Group for Police Department ($194,920.00)
BACKGROUND
In the capital outlay of the 2022 Police Department Operating Budget the Common Council
allocated $195,000 for the purchase of police vehicles. For 2022 the Police Department has
determined they will need five 2022 Ford Police Interceptor Utility (K8A) AWD vehicles and
one 2022 Ford Ranger (R1F) XL 4WD SuperCab 6’ Box.
ANALYSIS
Purchasing has confirmed that Ewald’s Hartford Ford holds the State of Wisconsin Department
of Administration contract (#505ENT-M21-VEHICLES-03) for Law Enforcement Vehicles.
FISCAL IMPACT
The total fiscal impact for these vehicles pursuant to state contract is $194,920.00. The 2022 Police
Department operating budget has $195,000.00 allocated in their motor vehicles account for this
purchase. This purchase will be charged to A/N# 100-0211-7210 (MOTOR VEHICLES).
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager,
cooperative purchases pursuant to a contract with any other local, state or federal governmental
unit or agency may be made without following a competitive bidding or quotation process. In
accordance with Section 12-15 of the Municipal Code and with approval by the City Manager,
Purchasing recommends the Common Council approve this purchase pursuant to the State of
Wisconsin Cooperative Purchase for Law Enforcement Vehicles for the Police Department to
Ewald Automotive Group, 2570 E. Sumner Street, Hartford, WI, 53027 for $194,920.00.
