PURPOSE: APPROVE COOPERATIVE PURCHASE FOR EMERGENCY MEDICAL
SUPPLIES TO HENRY SCHEIN, INC. FOR FIRE DEPARTMENT
(VARIOUS AMOUNTS)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh Municipal Code Section 12-15 allows the City upon
approval of the City Manager to purchase pursuant to a cooperative purchasing agreement
when such an agreement is advantageous to the City; and
WHEREAS, the City has previously entered into an agreement with Bound Tree
Medical under which Bound Tree Medical provided the City with emergency medical
supplies and that contract will expire February of 2022; and
WHEREAS, a cooperative purchasing agreement for these medical supplies is available
through Savvik Buying Group and Public Safety Association Inc. cooperative contract
(Medical Equipment #2021-06) to Henry Schein, Inc., through which staff was able to obtain a
more competitive price for these supplies; and
WHEREAS, it is advantageous for the City to participate in and receive the benefits of
this cooperative purchase agreement.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to section
12-15 of the Oshkosh Municipal Code to enter into an appropriate agreement for the identified
services with the initial contract end date of November 8, 2024, with the option for additional
renewals with:

RE: Approve Cooperative Purchase for Emergency Medical Supplies to Henry Schein,
Inc. for Fire Department (Various Amounts)
BACKGROUND
Each year the Fire Department allocates funds in their operating budget for emergency medical
supplies including over 250 items ranging from disposables, non-disposables and
pharmaceuticals. In 2021 the Fire Department spent approximately $87,000 for medical
supplies. Bound Tree Medical was awarded this bid last year and that contract will expire this
coming February.
ANALYSIS
As Purchasing and Fire Department staff began the process of updating this bid for solicitation
we were made aware of a national cooperative contract for medical supplies between Henry
Schein, Inc. and the Savvik Buying Group, a non-profit public safety group purchasing
organization with over 14,000+ agency members who have access to competitively bid and
publicly awarded vendor contracts. The host agency for this cooperative purchase for
emergency medical supplies is Eagle County Health Service District, Colorado, which included
the Public Safety Association Inc. for all local, state and county EMS. Purchasing has confirmed
that Henry Schein, Inc. was awarded the contract (Medical Equipment #2021-06) for this
cooperative purchase program. Staff review concluded Henry Schein, Inc.’s pricing for our
medical supply needs was more competitive than our current provider. Additionally, staff
confirmed Henry Schein, Inc. could meet or exceed the delivery timeframes, online ordering,
return policies and customer service standards necessary to meet the Fire Department’s needs.
Purchasing confirmed several Wisconsin fire departments are already utilizing this cooperative
purchasing program.
FISCAL IMPACT
The annual total fiscal impact for these supplies pursuant to this cooperative contract is expected
to be $87,000.00. This purchase will be charged to A/N# 1000230 6557 00000 (Medical Supplies).
The initial contract end date is November 8, 2024 but additional renewals may be anticipated.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager,
cooperative purchases pursuant to a contract with any other local, state or federal governmental
unit or agency may be made without following a competitive bidding or quotation process. In
accordance with Section 12-15 of the Municipal Code and with approval by the City Manager,
Purchasing recommends the Common Council approve this purchase pursuant to Savvik
Buying Group and Public Safety Association Inc. cooperative contract (Medical Equipment
#2021-06) to Henry Schein, Inc., 135 Duryea Road, Melville, NY, 11747-3834 per unit pricing for
an initial term until November 8, 2024 with the option for additional renewals.
