PURPOSE: APPROVE CITY MANAGER PERFORMANCE EVALUATION FOR
2021
INITIATED BY: CITY COUNCIL
WHEREAS, the Common Council previously approved an Employment Agreement
for the City Manager which includes a Performance Evaluation Process for yearly
evaluations of the City Manager; and
WHEREAS, the Council has completed its evaluation and met with the City Manager
to review his performance for 2021.
NOW, THEREFORE, BE IT RESOLVED that the attached summary of the review of
the City Manager and goals for 2022 are hereby adopted.

City Manager Mark Rohloff is a highly effective leader, who has provided steady, calm
leadership during one of the most challenging times any of us have ever seen. We value his
opinion and trust his judgment. We are encouraged by his highly motivated staff, and their
can-do spirit. He is committed to carrying out the strategic plan of the city.
We encourage City Manager Rohloff to continue improving upon telling our story, as well as
connecting with lesser seen parts of our community, to actively engage with those that may
not regularly connect the city government and its resources.
The Oshkosh Common Council has completed the City Manager’s annual review and find he
has exceeded our expectations, and that his performance is more than satisfactory. City
Manager Rohloff continues to perform at a high level, with genuine enthusiasm and a desire to
keep Oshkosh moving forward. We look forward to continuing to work with him on
achieving our goals, and making Oshkosh a better place to live, work and play.

2022 CITY MANAGER GOALS
1. Identify and pursue a strategy for the city to provide support for short and long-term
solutions to reduce and end homelessness.
2. Continue incorporating equity and inclusion into the day-to-day operations and
structures of the Oshkosh city government by doing the following: (a) Create employee
DEI committee and begin reporting on approved DEI measures; and (b) Support DEI
Committee and its consultant to create the DEI Committee Strategic Plan.
3. Present funding options to begin implementation of ADA improvements as
recommended by SRF / Accessibility Audit of Oshkosh Public Buildings and Facilities
Report.
4. Continue participating in State multi-organizational committee on Local Government
Funding (LGFC) to address Oshkosh’s shortfall in state-local funding, with particular
attention to Municipal Services Payment (MSP) program, Shared Revenue, and
Transportation Aids.
