PURPOSE: SET THE SPEED LIMIT ON COMPASS WAY AND TRANSIT DRIVE
TO 30 MPH AND DESIGNATE CLAIRVILLE ROAD AS THE
THROUGH STREET AT ITS INTERSECTION WITH COMPASS
WAY AND TRANSIT DRIVE

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27-8
SPEED LIMITS AND 27A-8 THROUGH STREET DESIGNATED
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Sections 27-8 pertaining to speed limits and section 27A-8
designating through streets of the Oshkosh Municipal Code are hereby amended as
follows:
27-8 (B) (2.1) Speed Limits – Thirty (30) miles per hour
Add Thereto: Compass Way from Clairville Road to its’ terminus
Transit Drive from Clairville Road to its’ terminus
27A-8 Through Street Designated
Add Thereto: Clairville Road at its intersections with Compass Way and
Transit Drive
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.

SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted
ordinance #22-XXX on January 25th, 2022, SET THE SPEED LIMIT ON COMPASS WAY
AND TRANSIT DRIVE TO 30 MPH AND DESIGNATE CLAIRVILLE ROAD AS THE
THROUGH STREET AT ITS INTERSECTION WITH COMPASS WAY AND TRANSIT
DRIVE (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION
27-8 SPEED LIMITS AND 27A-8 THROUGH STREET DESIGNATED). The ordinance
establishes 30 mph speed limits on Compass Way and Transit Drive and designates that
Compass Way and Transit Drive stop at the intersections with Clairville Road.

RE: Ord 22-11 Set the speed limit on Compass Way and Transit Drive to 30 MPH and
designate Clairville Road as the through street at the intersections.
BACKGROUND
Compass Way and Transit Drive are new roads that connect Clairville Road to the rail
transload facility.
ANALYSIS
City code establishes the default speed limit at 25 mph unless posted otherwise. Speed limits
are generally set using the 85% speed of traffic rounded to the nearest 5 mph. However; this is
a new road with limited industrial traffic. Based on the roadway design, intended industrial
usage and consistent with other roads in similar industrial areas, 30 mph is recommended.
Designating Clairville Road as the through street designates the intersections as stop sign
controlled. The Traffic and Parking Advisory Board recommends approval (6-0).
FISCAL IMPACT
The fiscal impact of this ordinance is the cost of signage which will be covered by the sign
department operations budget.
RECOMMENDATION
I recommend approval.
