1. PUBLIC INPUT ON 2022 HOUSING STUDY COMMENCES: In April 2021, the City of
Oshkosh contracted with RDG Consulting and Design to conduct a city wide housing study.
The results of this Housing Study will help elected officials, City staff, stakeholders and
community members discern the local housing market, an understanding of key housing
issues and how they impact the City of Oshkosh. It will also serve as a platform for strategy
and policy decisions. The report is intended to offer a basis for formulating specific housing
priorities, policy options, intervention strategies, and allocation of resources. Staff and the
consultants identified stakeholders to participate in listening sessions and serve on the
Technical Stakeholder Team. The team has met periodically during the planning process.
There is a plan open house scheduled on January 17th at the Oshkosh Convention Center at
6pm. There is a project website set up that will provide updates on the plan:

2. LENDING A HELPING HAND: In December of 2021, the OPD met a young man, who
reached out asking about a career in law enforcement. As the department learned more
about him, they discovered that he recently graduated from high school and spent much of
his life in foster care; also, currently homeless, he has been staying at the Day By Day
Warming Shelter.
Earlier this week he called to pass along some great news- that he had a job interview
scheduled for Thursday afternoon! Unfortunately the interview is quite a distance to walk
and the weather is forecasted to be extremely cold.
Through the Police Lights of Christmas Program OPD was able to help! The Police Lights
of Christmas (Q 90 Radio) is a program that provides donated funds to Police Officers to
help citizens in need. Officers receive these donated funds in the month of December to give
to members in our community.
Using donated funds, OPD purchased a taxi cab voucher for him to use to get to and from
his interview as well as a new collared shirt, dress pants, socks and shoes. We wish you luck
on your interview!
3. CONGRATULATIONS AND WELCOME TO THE OPD TEAM: On Wednesday,
December 29, 2021, the Oshkosh Police Department celebrated the hiring of a new
Community Service Officer, Taylor Schulze. Taylor Schulze currently resides in Van Dyne,
Wisconsin. Taylor graduated from Oshkosh West High School in June 2021. She is attending
the Associates Forensic program at Fox Valley Technical College.
On Monday, January 3, 2022, the Oshkosh Police Department celebrated the hiring of a new
part-time Telecommunications Clerk, Yer Yang. Yer Yang currently resides in Fond du Lac,
Wisconsin. She earned her Bachelor's degree in Human Resource Management from the
University of Phoenix in 2015.
On Tuesday, January 4, 2022, during a Police and Fire Commission meeting, the Oshkosh
Police Department celebrated the hiring of Police Officer Damita Buss. Damita Buss is
originally from Appleton, Wisconsin. After high school, she enlisted in the U.S. Marine
Corps for 4 years, completing one tour of duty to Bahrain. Damita attended Fox Valley
Technical College, earning her Associate degree in Criminal Justice in May 2020. She then
graduated from the Fox Valley Technical College Recruit Academy in October 2021.
On Wednesday, January 5, the Oshkosh Police Department welcomed 5 new Police Officer
Cadets:
1. Samuel Schuldes is originally from Greenville, Wisconsin. Prior to becoming a
Cadet, Samuel served with the Oshkosh Police Department as a Community
Service Officer for over 2 years. Sam is working toward completion of his Bachelor
of Science degree in Criminal Justice.
2. Jacob MacDonald is originally from Omro, Wisconsin. Prior to becoming a Cadet,
Jacob served as a Community Service Officer with the Oshkosh Police Department
for nearly 2 years. Jacob graduated with an Associate degree in Criminal Justice
from Fox Valley Technical College in December 2021.
3. Jeremy Crowl is originally from Winfield, Illinois. Prior to becoming a Cadet,
Jeremy completed an internship with the Plainfield Police Department and
worked various jobs while attending school. Jeremy earned his Bachelor's degree
in Law Enforcement and Justice Administration in May 2021 from Western Illinois
University.
4. Samuel Brahm currently resides in Milwaukee, Wisconsin. Sam earned his
Bachelor's degree in Criminal Justice from the University of Wisconsin – Oshkosh
in June 2020. Prior to becoming a Cadet, Samuel was employed as a Security Agent
at Elite Protection Specialists and also served as a Community Service Officer for
4 years with the UW-Oshkosh Police Department.
5. Ahmed Awadallah is originally from Cairo, Egypt, where he earned a Bachelor's
degree in Business Administration with a major in Accounting. In 2012, Ahmed
relocated to Milwaukee, Wisconsin. In 2017, he continued his education and
earned an Associate degree in Marketing Management from the Milwaukee Area
Technical College. In May 2021, he successfully completed the Jail Officer Recruit
Academy through Fox Valley Technical College.
4. ANNUAL EMPLOYEE UNITED WAY CAMPAIGN WRAPS UP: The annual City of
Oshkosh United Way campaign wrapped up in December. This year, 48 employees
participated raising a total of $8,149.00. As always, our goal is to increase participation and
raise awareness.
New to our 2021 campaign was the food gift card “give away”. Any donor who pledged
during the city/employee campaign was automatically entered in the gift card give away. 6
lucky pledgers won a $50 gift card from a local grocery store. The lucky winners are:

7. LOOKING AHEAD: Among the meetings I have scheduled for the week of January 10
include the following: On Monday at 8:30 AM I will be participating in a call with Mayor
Palmeri to discuss Tuesday’s agenda. At 10:30 AM I will be meeting with Chief Stanley to
discuss departmental matters. On Tuesday at 7:30 AM I will be attending the Community
Sounding Board meeting. At 1:30 PM I will be participating in the quarterly virtual
employee meeting. On Wednesday at 3:00 PM I will be meeting virtually with OASD
Superintendent, Bryan Davis. At 6:00 PM I will be attending the virtual Neighborhood
Program meeting On Thursday at 7:30 AM I will be attending the GOEDC Executive
Committee meeting. At 11:30 AM I will be attending the second virtual Neighborhood
Program meeting. At 2:00 PM I will be attending a meeting of the Local Government
Funding Committee. At 5:00 PM I will be attending the virtual quarterly Boards and
