Urben, CPPO, FMP E-mail: jurben@ci.oshkosh.wi.us Manager, General Services Division City of Oshkosh 215 Church Avenue Oshkosh, WI 54903 RE: City Center Ramp – Oshkosh Parking Ramp Evaluation WGI Proposal R1-21-110 Rev01 Dear Mr. Urben: Per your request, WGI is pleased to submit this proposal and letter agreement to the City of Oshkosh (Oshkosh) for performance of the referenced professional engineering services at the City Center parking garage in Oshkosh, Wisconsin. STRUCTURE BACKGROUND The City Center parking garage was designed by Py-Vavra of Milwaukee, and constructed in 1985 with overall dimensions of approximately 125’ x 225’. The facility consists of an on-grade asphalt lot with two supported parking levels providing approximately 250 parking spaces. Direct access to the adjacent hotel is provided through the stair tower to the East. The facility functions as a two-bay single helix with a speed ramp from the grade level to the second level. The supported structure is composed of post-tensioned slabs and beams supported by conventionally reinforced columns. The façade consists of precast concrete spandrel panels supported by a cast -in-place bumper wall. SCOPE OF SERVICES WGI proposes the following program of services to evaluate the parking structure in order to develop a prioritized list of maintenance and repair items for the structure. Our prioritized list will include associated estimates of probable construction costs. From this list, a specific repair program may then be selected and implemented. WGI can provide Oshkosh with a proposal to produce the required construction documents, assist with the bidding process including identifying qualified local contractors and provide construction administration services during the repair phase. PHASE I - Condition Survey/Repair & Maintenance Options Analysis/Report 1. Review available existing documents including drawings and former condition reports, repair drawings and specifications, etc., prior to conducting the on-site survey of the facility. 2. Conduct an on-site observation review of the parking structure at an appropriate time when the facility is least occupied. The purpose of this review is to check the performance of the building components to date, as it relates to durability. We will meet with building engineering staff to discuss any day to day or unusual/infrequent issues or concerns with the structure. We will document our findings on a set of floor and/or ceiling plans for each level of the structure. Our findings will be supported by photographic documentation. While our review will be primarily a visual observation, we will also perform limited sounding of the floor slabs to check for loose or debonded concrete at strategic locations determined by details of the type of structural system. Components reviewed include exterior façade, any exposed DocuSign Envelope ID: 9D276F42-501D-4C58-AB14-DC92470901B3 City Center Ramp – Oshkosh Parking Ramp Evaluation December 20, 2021 Page 2 of 3 foundations, columns, floors, overhead surfaces, barrier restraints (crash walls), accessible roofs, ceilings, stairwells, expansion joints/seals, interior walls and partitions, windows and doors. The following will be reviewed for condition due to exposure as opposed to design adequacy: HVAC, plumbing and electrical. a. We will advise Oshkosh personnel if any of our findings discover a safety issue that requires immediate action. 3. Prepare a report for the structure, summarizing our findings and recommendations formatted into the following two parts. a. Part 1 will include the text of our report, with photos and identification of repairs and preventive maintenance practices including associated preliminary estimates of probable construction costs for each work item classified into Priorities 1, 2, and 3 and presented as part of a recommended 10- year Capex plan for the structure. b. Part 2 will include a recommended maintenance plan and checklist of items for use by parking staff. Alternatively, we can review a current maintenance plan and make suggestions from our experience. 4. WGI project deliverables to Oshkosh will include electronic copies of a “Draft Report” and “Final Report” after review and comments to the draft report. We believe our report will provide Oshkosh with a source of valuable information that will describe details of the parking structure, including original construction type, details, current condition and recommended tasks to cost effectively extend its service life. Please note that this proposal describes our SCOPE OF SERVICES for PHASE I only. Services for subsequent tasks such as repair/bid document preparation and construction administration services (if required), can be provided when a project scope and budget is identified. FEE PROPOSAL WGI proposes a lump sum fee of $6,000.00 for our services, includes out-of-pocket expenses. WGI will notify Oshkosh while on site if we observe any conditions where additional investigation beyond the level of effort estimated in this proposal is justified. KEY PERSONNEL WGI proposes that a 3-person team, each involved in the field and report work for the structure, will complete this work. We will notify Oshkosh personnel if our findings suggest some supplementary testing be performed (compressive strength, petrographic analysis, etc.) if we note conditions that are unusual or are a concern and require further in vestigation. • It is assumed that the elevator and revenue control equipment is maintained on a service basis agreement by the manufacturer’s representatives and thus excluded from our review. • WGI shall have no responsibility for the discovery, presence, handling, removal and disposal of, or exposure of persons to, hazardous materials in any form at the project site, including but not limited to, asbestos, asbestos products, lead, polychlorinated biphenyl (PCB) or other toxic substances. • WGI’s review of mechanical, electrical and plumbing (MEP) equipment will be cursory in nature, emphasizing existing conditions due to exposure to weather conditions and service wear. Our review will not include a detailed assessment of the design performance or adequacy of the systems. SCHEDULE If selected for this assignment, WGI can perform and have a ‘draft’ report prepared for review within approximately 4 weeks of notification.
