HomeMy WebLinkAbout20. 21-600DECEMBER 14, 2021 21-600 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH JACOBS ENGINEERING GROUP FOR 2022 WASTEWATER UTILITY TECHNICAL SERVICES ($172,780.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate a professional services agreement with Jacobs Engineering Group, Inc. for wastewater utility technical services in the amount of one hundred seventy two thousand seven hundred eighty dollars. ($172,780.00) Acct. Gohde, Assistant Director of Public Works / Utilities General Manager DATE: December 9, 2021 RE: Approve Professional Services Agreement with Jacobs Engineering Group (Jacobs) for 2022 Wastewater Utility Technical Services ($172,780) BACKGROUND The Department of Public Works Utility Division has a variety of regulatory compliance programs and engineering planning activities that require technical assistance. Jacobs has provided these services in the past and has submitted a scope of services to provide these for 2022. The projects included in this agreement include:  Sanitary Sewer System Modeling Services – This task includes technical assistance for the sewer system modeling and engineering studies under the direction of the Engineering Division. Updates and recalibration of the sewer system model with annual flow monitoring data collected in 2022 will also be done.  Supervisory Control and Data Acquisition (SCADA) System Support – The purpose of this task is to update the Wastewater Treatment Plant (WWTP) SCADA system to support equipment replacement and vendor software updates. The City recently implemented software changes to automate ferric chloride feed for compliance with the WWTP effluent phosphorus limit. In 2022, the automation software will need to be modified to support plant operations during extreme wet weather events. Jacobs will provide the engineering services to revise and tune the chemical feed software and to train operators on related changes to the control system. In 2022, the City also plans to replace the SCADA system servers with new devices. Jacobs will assist the City will migrating existing software and data archives from the existing servers to the new servers.  Wastewater System Emergency Response Plan Training – Jacobs will assist the City in developing a training session that will provide the Wastewater Utility and other City emergency response personnel “hands-on” practice using the Wastewater System Emergency Response Plan (ERP) that was updated in 2021. Jacobs will also develop a brief After-Action Report to document the coordinated session with Emergency responders and identify potential opportunities for improving the ERP. They will also collaborate with the City’s Emergency Management Coordinator to incorporate revisions to the ERP. I:\Engineering\2021 - 2030 Contracts\2022 CONTRACTS\Jacobs 2022 WW Util Tech Serv\Jacobs Agreement Memo-2022 WW Util Tech Serv_12-9-21.docx Page 2 of 2  Capacity, Management, Operations, and Maintenance (CMOM) Program Training and Audit – The City’s CMOM Program formally documents how the City is implementing and keeping records of its wide-ranging Wastewater Utility best management practices. Jacobs will provide refresher training to newer City employees or employees in new roles who are responsible for implementing CMOM Program related activities. Jacobs will also collect and summarize CMOM Program performance data for 2020 and 2021 to facilitate a City-internal program audit. They will document the performance summary and findings of the internal audit, including recommendations for CMOM Program improvements.  Wisconsin Pollution Discharge Elimination System (WPDES) Permit Assistance – In 2021, the City completed its Phosphorus Compliance Alternatives Plan and selected the Multi- Discharger Variance followed by the installation of tertiary treatment at the WWTP for its WPDES permit effluent phosphorus compliance strategy. It is anticipated that in 2022 the City will participate in continuing communication with the WDNR regarding the City’s WPDES permit. As requested by the City, Jacobs will provide technical consulting services to support the City’s communication with WDNR regarding permit compliance between now and 2025 when the Total Maximum Daily Load based permit limits become effective.  Annual Air Permit Certification – Activities include annual compliance audit, review the City’s record keeping plan for 2021, and preparation of the required annual report to be submitted to the WDNR. ANALYSIS Jacobs has provided these services for the past several years and has the institutional knowledge of these programs and staff with the experience and expertise necessary to complete this work in an effective and efficient manner. FISCAL IMPACT This work will be funded with Wastewater Utility Operating funds approved in the 2021 Wastewater Utility Budget (Account #055119XX-64XX/Multiple Accounts). RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh (Code) provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the agreement and in accordance with Section 12-16 of the Code, I am hereby recommending the Common Council approve this agreement. Approved, Mark A. Rohloff City Manager SMG/tlt
