PURPOSE: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH
JACOBS ENGINEERING GROUP FOR 2022 WATER UTILITY
TECHNICAL SERVICES ($152,860.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with Jacobs Engineering
Group for water utility technical services in the amount of one hundred fifty-two
thousand eight hundred sixty dollars. ($152,860.00)

RE: Approve Professional Services Agreement with Jacobs Engineering Group for
2022 Water Utility Technical Services ($152,860)
BACKGROUND
The Department of Public Works Utility Division has a variety of regulatory compliance
programs and engineering planning activities that require technical assistance. Jacobs has
provided these services in the past and has submitted a scope of services to provide these for
2022. The projects included in this agreement include:
Water Distribution System Hydraulic Modeling Services – Jacobs will provide water
distribution system hydraulic modeling services on an on-call, task order basis.
Distribution System Flushing Program Assistance – In 2020 and 2021, the City of Oshkosh
(City) successfully conducted uni-directional flushing (UDF) in several areas of the
distribution system. Results from these efforts indicated the City’s conventional flushing
techniques are thoroughly cleaning the distribution system. While UDF did not reveal
areas with significant sediments or debris left behind by conventional flushing, UDF
encompasses techniques to improve flushing efficiency. These practices include targeting
optimum flush velocities based on pipeline material and system configuration while
minimizing the volume of water needed to clean the system. In 2021, Jacobs developed a
customized mobile flushing data collection application (app) with an associated tracking
dashboard which improves flushing operations by providing real-time information about
valve and hydrant operation during flushing and recording flush water flows, pressures,
and volumes. Using this app also improves the efficiency of data management by
eliminating paper field records and allows direct digital data recording. It also allows for
documentation of valves and hydrants that need follow-up attention. The dashboard
allows office staff to have real-time insight to flushing status and potential customer
impacts. In 2022, Jacobs will work with the City to refine the app to ensure it captures the
information needed for routine city data analysis, including additional distribution
system water quality data that could potentially support the City’s corrosion control
efforts. Jacobs will work with the City’s Information Technology staff to determine if the
app can be hosted by the City’s server and operate directly with the City’s GIS. If so,
Jacobs will assist the City with migration and initial troubleshooting.

Water Filtration Plant (WFP) Technical Assistance – In alignment with the Asset
Management Program and regulatory compliance strategy, the City intends to implement
a variety of WFP improvements over the next several years. Jacobs will assist the City
with engineering planning and preliminary design services for corrosion control
treatment conversion, Miller’s Bay raw water bypass planning, and granular activated
carbon and dual media filter characterization study.
Revised Lead and Copper Rule Compliance Assistance – To comply with the Revised
Lead and Copper Rule (LCR) and to meet the Wisconsin Department of Natural
Resources’ (WDNR) timeline for optimized corrosion control treatment, the City will
expand its water distribution system water quality monitoring and data analysis. Based
on the findings of the Corrosion Control Treatment (CCT) Study completed in 2021, Jacobs
will prepare a list of candidate areas for additional sampling and a companion list of water
quality parameters to analyze. Sample locations will not coincide with the City’s LCR
compliance sampling sites and will include areas with relatively higher water age, as
predicted by the City’s hydraulic distribution system model. It is anticipated the water
quality parameters to be measured will include temperature, pH, total chlorine,
orthophosphate, total coliform, fecal coliform, standard plate count, lead, copper,
regulated disinfection byproducts, nitrite, iron, alkalinity, and hardness. Jacobs will
prepare recommendations for sampling frequency and assist the City with cost estimates
for sample collection and analysis. Jacobs will also collaborate with the Water Utility to
develop spatially-organized, GIS-based, water quality data management and analytic
tools to store and evaluate distribution data; document data analytics summaries; and
provide technical assistance to the City in communication with the WDNR regarding
broad LCR compliance, including follow-on CCT Study reporting that may be requested
by the WDNR.
Water System Emergency Response Training – In 2021, City updated its Water Utility
Emergency Response Plan (ERP). Jacobs will assist the City in developing an emergency
responders’ coordination session that will provide the Water Utility, the City, and
Winnebago County emergency response personnel practice using the updated Water
System ERP. Jacobs will also develop a brief After-Action report to document the session
and identify opportunities for improving the ERP and collaborate with the City’s
Emergency Management Coordinator to incorporate revisions to the ERP. They will also
conduct a training refresher session to orient new City employees or employees in new
roles to the ERP and related Risk Management Prevention and Process Safety
Management program requirements.
ANALYSIS
Jacobs has provided these services for the past several years and has the institutional knowledge
of these programs and staff with the experience and expertise necessary to complete this work in
an effective and efficient manner.
FISCAL IMPACT
This work will be funded with Water Utility Operating funds approved in the 2021 Water Utility
Budget (Account #0541186X-64XX-XXXXX/Multiple Accounts).

RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh (Code) provides that professional services
of a specialized nature, including engineering services, may be procured without the use of
formal, sealed quotes. I have reviewed the agreement and in accordance with Section 12-16 of
the Code, I am hereby recommending the Common Council approve this agreement.
