Rohloff, City Manager DATE: December 9, 2021 RE: Professional Services Agreement with AECOM Technical Services, Inc. (AECOM) for Abandonment of Well Nests MW-9/PZ-9 and MW-10R/PZ-10R, and Installation of a New Well Nest MW-10R1 and PZ-10R1 at Timmerman Landfill ($41,000) The Department of Public Works has utilized AECOM Technical Services, Inc. (AECOM) for various environmental engineering needs at Timmerman Landfill since 1978. These services have included ground water and methane monitoring, landfill cap thickness verification, laboratory testing, data review, and closure planning. In 2019, AECOM submitted a plan modification for the Timmerman Landfill to the Wisconsin Department of Natural Resources (WDNR) proposing to reduce the sampling frequency of the gas probes from quarterly to semiannually due to low methane concentrations being detected; remove volatile organic compound sampling from monitoring wells MW-6 and MW-8; and remove sampling for pH, temperature, specific conductance, and turbidity from the environmental monitoring requirements for monitoring wells MW-9 and MW-10. The plan modification was approved by the WDNR on October 8, 2019. During an April 2020 monitoring event, monitoring wells MW-9 and MW-10R were discovered to be damaged beyond repair. It appeared the wells and associated protector pipes had been hit by large equipment. This is the second time these wells have been damaged. Based on discussions with AECOM and the Department of Public Works, in April 2020, a proposal was presented to the WDNR to relocate these wells out of the work area of the business that operates on this property to avoid future damage. It was agreed between the WDNR and the Department of Public Works that action would not be taken until it was known if the potential building plans for this property would conflict with the existing monitoring well nest location. Once it was clear the well nests would need to be moved to a different location, a teleconference was held in July 2021 between AECOM, the WDNR, and the Department of Public Works. It was determined that a plan modification should be submitted to the WDNR recommending the abandonment of the well nests MW-9/PZ-9 and MW-10R/PZ-10R, and the relocation and installation of one (1) well nest of similar well depth to an area generally down gradient and out of the business’ work area. The new well nest location MW-10R1/PZ-10R1 will replace both abandoned well nests. C:\Users\dianem\Desktop\12.14\50.docx Page 2 of 2 The Department of Public Works requested a proposal from AECOM to provide services to complete the abandonment and installation of the well nests. The services AECOM is proposing to provide include project management/WDNR communication, preparation and submittal of a the previously-discussed plan modification, solicitation and retention of a drilling subcontractor to install replacement wells MW-10R1 and PZ-10R1 to a depth of approximately 28’ and 38’ below ground surface respectively, assistance with obtaining landfill approval for disposal of well installation excess impacted soil, observation/documentation services during well replacement, development and sampling of the newly-installed wells, and preparation of a summary report. The budget for these proposed services is time and materials not to exceed $41,000. The cost for these services is available from the 2019 Capital Improvements Program (Account #03230470- 7216-63949/Sanitation Division-Land Improvement-Kienast-Paulus Qry Landfill Remedtn). Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this professional services agreement.
