FOR POLICE AND FIRE DEPARTMENT ($1,761,437.70) INITIATED BY: PURCHASING DIVISION WHEREAS, it is necessary to replace the current radios used by the Police and Fire Departments which are no longer updated or supported; and WHEREAS, by participating through the State of Wisconsin Cooperative Purchase program, staff was able to obtain a more competitive price for replacement radios which will be compatible with other law enforcement and fire agencies; and WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that purchases may be done without the use of formal sealed quotations or bids pursuant to a contract with any other local, state or federal governmental unit or agency; and WHEREAS, Motorola Solutions Inc. holds the State of Wisconsin Department of Administration contract (#505ENT-O16-SAFETYCOMM-05) for public safety communication equipment. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicles from: MOTOROLA SOLUTIONS INC. 1309 E. Algonquin Road Schaumberg, IL 60196 Total: $1,761,437.70 NOVEMBER 23, 2021 21-584 RESOLUTION CONT’D BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: November 18, 2021 RE: Approve Purchase of Portable Radios from Motorola Solutions Inc. for Police and Fire Department ($1,761,437.70) BACKGROUND The current Motorola radios used by our Police and Fire Departments are over 10 years old and are no longer being updated or supported by Motorola. This memo addresses the procurement of new radios using cooperative purchasing contracts. This procurement will replace an estimated 142 radios for the Police Department and 32 radios for the Fire Department. ANALYSIS Purchasing has confirmed Motorola Solutions holds the State of Wisconsin Department of Administration contract (#505ENT-O16-SAFETYCOMM-05) for public safety communication equipment. Purchasing also confirmed that additional Motorola discounts can be realized with the Wisconsin Counties Association (WCA) State Contract #24752 for these radios. The Motorola Solutions quotes received by Purchasing reflect the discounts from both cooperative contracts. The deadline to utilize these savings is December 15, 2021. FISCAL IMPACT The fiscal impact for the Police Department radios is $1,115,119.28. The fiscal impact for the Fire Department radios is $646,318.55. The total fiscal impact for both departments is $1,761,437.70. The Police radios would be charged to A/N#: 02240211 7212 15231 (Radios- Police Radios) and 02240230 7212 15231 (Radios- Fire Radios). RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12- 15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve this purchase pursuant to the cooperative contracts listed above to Motorola Solutions Inc., 1309 E Algonquin Road, Schaumberg, IL 60196 for $1,761,437.70.
