PURPOSE: APPROVE BUDGET AMENDMENT AND FUND TRANSFER;
APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE
REDEVELOPMENT AUTHORITY TO ACQUIRE; 1203 SOUTH
MAIN STREET

REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHEREAS, per Section 66.1333, Wisconsin Statutes, the Redevelopment
Authority may spot blight and acquire blighted property without designating a
boundary or adopting a redevelopment plan; and
WHEREAS, the property owner has offered the property at 1203 South Main Street
to the Redevelopment Authority and said property is not within a designated
redevelopment area; and
WHEREAS, the Redevelopment Authority conducted a public hearing and
approved a determination that the property at 1203 South Main Street is blighted and in
need of rehabilitation and blight elimination; and
WHEREAS, the Common Council has previously approved the City’s 2021
Annual Operating Budget and it is necessary to amend such Budget for the purpose of
funding the purchase of this property.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the property 1203 South Main Street is hereby declared blighted pursuant
to the provisions of Section 66.1333, Wisconsin Statutes.

BE IT FURTHER RESOLVED by the Common Council that a comprehensive
redevelopment plan is not necessary to determine the need for acquisition and
redevelopment of said property.
BE IT FURTHER RESOLVED that the following 2021 Operating Budget is hereby
amended to fund said land purchase in an amount of up to $36,000 or sufficient funds to
cover the acquisition related costs based on closing statement shall be transferred from
Community Development Block Grant Account Nos. 0303-0740-7470-16917 ($23,999.38)
and 0303-0740-7470-16017 ($12,000.62) to the following account:
0901-0999-6467-XXXXX Redevelopment Authority
BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials
are authorized and directed to acquire said property for $36,000 plus closing costs and
execute any and all documents necessary to consummate this transaction. Money for this
purpose is hereby appropriated from the following account:

BACKGROUND
The City of Oshkosh was approached by a representative of the 1203 South Main Street parcel
about the Redevelopment Authority (RDA) acquiring the vacant property. The property is
zoned CMU-PD and is located in the Sawdust District directly across from the Oshkosh Arena.
ANALYSIS
City staff met with an environmental consultant to discuss the property’s potential
contamination liabilities. In 1996 there was a notification of a hazardous substance discharge
and the previous owner worked with the Wisconsin Department of Natural Resources to
address the issue in the early 2000’s. The previous owner received notice that the activity was
closed in 2003, but that continuing obligations still applied. It was determined that the former
use of an automobile shop/repair business had an impact on the groundwater, but that it did
not pose a significant threat to the environment and human health. City staff are supportive of
the acquisition as an opportunity to acquire blighted land near the arena and along the South
Main Street corridor for the purposes of future redevelopment.
FISCAL IMPACT
Funding for the proposed $36,000 acquisition plus closing costs will be allocated from
Community Development Block Grant Account Nos. 0303-0740-7470-16917 ($23,999.38) and
0303-0740-7470-16017 ($12,000.62).
RECOMMENDATIONS
The Redevelopment Authority recommended approval of the spot blight designation and
acquisition on November 17, 2021.
