Urben, General Services Manager DATE: November 16, 2021 RE: Award Bid to Various Vendors for Chemicals for the Water Filtration/Wastewater Treatment Plants for 2022 (Various Amounts) BACKGROUND This is the annual bid for operational treatment chemicals for the year 2022. The chemicals are for the Water Filtration Plant (WFP) and the Wastewater Treatment Plant (WWTP). ANALYSIS Working in conjunction with Water Filtration and Wastewater staff, Purchasing reviewed and prepared proposals seeking vendors for these chemicals. Bids were due on November 1, 2021. After comparing vendor unit prices based on projected consumption, Purchasing and Water Filtration/Wastewater Treatment Plant staff determined the low bids for total annual estimated costs on the attached bid tabs met the minimum bid specifications. FISCAL IMPACT Based on the low bids, the estimated 2022 fiscal impact of these chemicals multiplied against their estimated quantity with their associated 2022 operating budget accounts to be charged and recommended vendor award is as follows: Chemical 2022Est. Cost $1,702,000 $1,242,431 The cost of the chemicals can vary annually depending upon on production cost, raw material availability and market demands. The quantities of chemicals used by the utilities can vary annually depending on water treatment needs. Liquid Chlorine prices have increased by 250% in the past year. A fire at one of the three production facilities in the United States has reduced production capability by one third. Based on the bids and other variables we anticipate a 40% increase in water chemical costs and a 32% increase wastewater chemicals for 2022. The total estimated 2022 cost for chemicals are $1,093,880 for water and $608,120 for wastewater. RECOMMENDATION Purchasing recommends the Council award the chemical bids to vendors as indicated above and on the attached bid tabs.
