FOR OSHKOSH POLICE DEPARTMENT ($62,500.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the Common Council previously approved waiving formal bidding requirements for the purchase of a virtual reality officer training simulator system; and WHEREAS, Police Department staff reviewed the available systems and has concluded that the Apex Officer system best fit the operational and program needs for the department; and WHEREAS, GOVRED Technology, Inc. is the sole manufacturer and provider of the Apex Officer system. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase a virtual reality officer training simulator system from: GOVRED TECHNOLOGY, INC. 5006 Bond Street Las Vegas, NV 89118 Total: $62,500.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Urben, General Services Manager DATE: November 16, 2021 RE: Approve Purchase of Apex Officer Training Simulator to Govred Technology, Inc. for Oshkosh Police Department ($62,500.00) BACKGROUND At their November 9, 2021 meeting the Common Council approved waiving the purchasing requirements of Section 12-10 of the Oshkosh Municipal Code as appropriate for staff to recommend a virtual reality officer training simulator system that is best suited to the operational needs and budgetary requirements of the City. ANALYSIS Police Department staff identified and researched four companies that specialize in virtual reality officer training simulator systems including Axon Enterprises, Street Smarts VR Inc., Inveris Training Solutions and Apex Officer. After an exhaustive review comparing key criteria among the systems, staff concluded the Apex Officer system from GOVRED Technology, Inc. best fit the operational and program needs for the department. Specifically, staff felt the Apex Officer system excelled in the quality of their graphics and instructor ease of use/flexibility to set, change or control virtual reality environments including light conditions, weather and noise. The Apex Officer system is a comprehensive solution designed to allow trainers the ability to give presentations/classes, conduct interactive testing/assessment and provide hands-on scenario-based exercises with detailed debriefing and review. Staff has confirmed Govred Technology, Inc. is the sole manufacturer and provider of the Apex Officer system. FISCAL IMPACT The total fiscal impact for the Apex Officer Training Simulator from Govred Technology, Inc. is $62,500.00. This purchase will be charged to A/N#: 02150211 6427 02105 (Police Special Revenue Fund- Maintenance Computer Software). This project is 100% funded through donor funds. RECOMMENDATION Purchasing recommends the Common Council approve the purchase of an Apex Officer Training Simulator and equipment for $62,500.00 from Govred Technology, Inc., 5006 Bond Street, Las Vegas, NV 89118.
