PURPOSE: REVERSE THE DIRECTION OF TRAFFIC FLOW ON THE ONE
WAY PAIR OF CENTRAL STREET AND KENTUCKY STREET
FROM WEST NEVADA AVENUE TO WEST NEW YORK AVENUE

RECOMMENDATION: TRAFFIC AND PARKING ADVISORY BOARD - APPROVED
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-9
ONE WAY STREETS, AVENUES, AND PAIRS
WHEREAS, the Oshkosh Area School District is constructing a new middle school
in the area of Central and Kentucky Streets and in connection with that construction has
conducted a traffic impact analysis including this pair of one-way streets; and
WHEREAS, the traffic impact analysis and site plan identified the need to reverse
the traffic flow of these one-way streets to allow for the safest and most efficient use of the
site.
NOW, THEREFORE, the Common Council of the City of Oshkosh do ordain as
follows:
SECTION 1. That Section 27A-9 pertaining to One Way Streets, Avenues, and
boulevards is hereby amended as follows:

Remove Therefrom: Central Street from West New York Avenue to West
Nevada Avenue for Southbound traffic
Kentucky Street, from West Nevada Avenue to West
New York Avenue from northbound traffic

Add Thereto: Central Street from West New York Avenue to West
Nevada Avenue for Northbound traffic.
Kentucky Street, from West Nevada Avenue to West
New York Avenue for southbound traffic.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage which is anticipated to take
place at the end of the 2022-2023 school year.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted
ordinance #21-550 on November 9, 2021, REVERSE THE DIRECTION OF TRAFFIC FLOW
ON THE ONE WAY PAIR OF CENTRAL STREET AND KENTUCKY STREET FROM
WEST YORK AVENUE TO WEST NEW YORK AVENUE (A GENERAL ORDINANCE
OF THE CITY OF OSHKOSH AMENDING SECTION 27A-9 One Way Streets, Avenues,
and Boulevards). The ordinance will reverse the current one-way travel directions on
Central Street and Kentucky Street from West Nevada Avenue to West New York Avenue
upon completion of construction of the new middle school being constructed by Oshkosh
Area School District and placement of appropriate signage.

RE: Reverse the direction of traffic flow on the one way pair of Kentucky and Central
streets
BACKGROUND
The Oshkosh Area School District (OASD) is constructing a new middle school over the next couple of
years to replace the current Merrill Middle School. They have hired an architect and worked on a
preferred school design and layout. The city required OASD to hire an engineering firm to perform a
traffic impact analysis to evaluate and make recommendations for vehicular, bike and pedestrian
traffic flow into, out of and around the proposed site as well as evaluate parking.
ANALYSIS
The traffic impact analysis identified the need to reverse the traffic flow of Central Street and
Kentucky Street to allow for the safest and most effective use of the site. The analysis showed no
degradation in level of service (ease of traffic flow) on the surrounding road network by making this
change. The traffic and parking advisory board voted to support this change (4-1). All property
owners in the surrounding area were notified of the traffic and parking advisory board meeting and
topic. No comments or public input was received. The traffic and parking advisory board’s chair
expressed some concern about possible left turn conflicts at the intersection of Kentucky Street and W.
Custer Ave. The traffic engineer along with staff and council agreed that a left turn restriction isn’t
needed and can be re-evaluated in the future if concerns arise.
FISCAL IMPACT
OASD has agreed to pay for any costs associated with this change. The costs will consist of signage.
RECOMMENDATION
I recommend approval.
