HomeMy WebLinkAbout11. 21-545NOVEMBER 9, 2021 21-545 RESOLUTION (CARRIED___6-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PURCHASE OF 2022 VEHICLES TO EWALD AUTOMOTIVE GROUP FOR VARIOUS DEPARTMENTS ($165,408.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the Streets Division and Water Filtration Division have determined a need to purchase new vehicles which include: three (3) Ford ¾ Ton Pickup and one (1) Ford ½ Ton Pickup; and WHEREAS, by participating through the State of Wisconsin Cooperative Purchase program, staff was able to obtain a more competitive price; and WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that purchases may be done without the use of formal sealed quotations or bids pursuant to a contract with any other local, state or federal governmental unit or agency; and WHEREAS, Ewald’s Automotive Group holds the State of Wisconsin’s Department of Administration contract (#505ENT-M21-VEHICLES-03) for Ford vehicles. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicles from: EWALD AUTOMOTIVE GROUP 2570 E. Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: November 2, 2021 RE: Approve Purchase for 2022 Vehicles to Ewald Automotive Group for Various Departments ($165,408.00) BACKGROUND The Common Council allocated funds in the 2021 CIP for the purchase of several new vehicles for various departments. This memo addresses the procurement of four of these vehicles using a cooperative purchase under state contract with Ewald Automotive Group. ANALYSIS Purchasing has confirmed that Ewald Automotive Group holds the State of Wisconsin Department of Administration contract (#505ENT-M21-VEHICLES-03) for Ford vehicles. The table below lists the four vehicles being procured, the amount allocated for each vehicle in the 2021 CIP, state contract pricing and the account numbers to be charged. Engineering Division ½ Ton Pickup $37,000 2022 Ford F150 with Truck Cap $33,928 03230420 7210-66901 (Motor Vehicles- ½ Ton Pickup (#042389) FISCAL IMPACT The total fiscal impact for these four vehicles via state contract pricing is $165,408.00. The remaining funds in each CIP account will be used by the Mechanics Division to procure the necessary items to complete the setup for each vehicle including seat covers, back-racks, radios and floor mats. RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12-15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve this purchase pursuant to the State of Wisconsin Cooperative Purchase for Vehicles for these departments to Ewald Automotive Group, 2570 E.
