KOELLER AND W. 9TH AVENUE ROUNDABOUT CROSSWALKS ($44,076.80) INITIATED BY: PURCHASING DIVISION WHEREAS, the City accepted a $45,000 donation from Winnebago County to fund the installation of rectangular rapidly flashing beacons for the crosswalks at the S. Koeller and W. 9th Avenue roundabout; and WHEREAS, the Electric Division staff secured a proposal for this project from the City’s standardized supplier for the City’s traffic signal equipment. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to purchase rapidly flashing beacons for the crosswalks at the S. Koeller and W. 9th Avenue roundabout pursuant to Section 12-11 of the Oshkosh Municipal Code from the City’s standardized supplier for traffic signal equipment: TAPCO 5100 West Brown Deer Road Brown Deer, WI 53223 Total: $44,076.80 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreements for the purpose of same. Urben, General Services Manager DATE: November 2, 2021 RE: Approve Purchase of Rectangular Rapidly Flashing Beacons (RRFBS) from TAPCO for the S. Koeller and W. 9th Avenue Roundabout Crosswalks ($44,076.80) BACKGROUND At their October 26, 2021 meeting the Common Council accepted a donation of up to $45,000 from Winnebago County to fund the installation of rectangular rapidly flashing beacons (RRFB)’s for the crosswalks at the S. Koeller and W. 9th Avenue roundabout. As part of this project the City’s Electric Division is to purchase and maintain the beacons to ensure compliance with the City’s traffic signal and lighting standards. ANALYSIS Electric Division staff secured a proposal for the required beacons for this project from TAPCO, the standardized supplier for the City’s traffic signal equipment. FISCAL IMPACT Winnebago County agreed to donate the cost of the equipment for this project. The beacons will cost $44,076.80. This purchase will be charged to A/N#: 0323-0801-4952-06748 (Gifts & Donations). RECOMMENDATION Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be made without following a formal competitive bidding process when the purchase is from only one source of supply or when standardization or compatibility is the overriding consideration. In accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve the RRFB’s purchase from TAPCO, 5100 West Brown Deer Road, Brown Deer, WI 53223, in the amount of $44,076.80.
