FOR PARATRANSIT SERVICES FOR GO TRANSIT (2022: $1,463,470.00; 2023: $1,514,789.00; 2024: $1,514,789.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh requested proposals for paratransit services for both non-ambulatory and ambulatory riders within City of Oshkosh; and WHEREAS, an evaluation team reviewed the proposals based on background, experience and references, vehicles and maintenance, employees and training, service delivery, data collection and technology, and proposal organization and cost; and WHEREAS, the evaluation team concluded that the following service provides the best benefits for GO Transit riders: OSHKOSH CITY CAB 2723 Harrison Street Oshkosh, WI 54901 2022 estimated city cost $1,463,470.00 2023 estimated city cost $1,514,789.00 2024 estimated city cost $1,514,789.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement in accordance with the Request for Proposals and Proposal received from Oshkosh City Cab Co. for paratransit services within the City of Oshkosh. Urben, General Services Manager DATE: November 2, 2021 RE: Approve Agreement with Oshkosh City Cab Co. for Paratransit Services for GO Transit (2022: $1,463,470; 2023: $1,514,789; 2024: $1,514,789) BACKGROUND As required by the Americans with Disabilities Act (ADA), GO Transit offers paratransit service to individuals with disabilities that are unable to access bus routes. GO Transit’s current paratransit service is provided through contracts with Running Inc. for non-ambulatory riders and Oshkosh City Cab Co. for ambulatory riders. GO Transit’s paratransit system consists of 5 main programs. This procurement included all paratransit programs in one RFP (including the rural programs GO Transit administers in conjunction with Winnebago County along with Access to Jobs). The current contracts for these services expire on December 31, 2021. ANALYSIS In preparation for this procurement, Transportation and Purchasing staff began formulating a request for proposal (RFP) to solicit contractors to provide paratransit service for both non-ambulatory and ambulatory riders within the City of Oshkosh. As part of this process staff reviewed recent similar RFP documents used by the cities of La Crosse, Madison, Eau Claire, Green Bay and Appleton. The RFP listed the length of the contract to be for an initial three year term commencing on January 1, 2021 with the option to extend for two, one-year periods. The RFP was advertised in the local paper. It was also posted online with Demandstar and the State of Wisconsin’s VendorNet system. Proposals were due on October 21, 2021. Oshkosh City Cab Co. and Running Inc. submitted proposals. Both proposals met the minimum requirements necessary to move forward in the RFP evaluation process. An evaluation team was assembled to review the proposals. The team was comprised of representatives from GO Transit, Valley Transit, Winnebago County and Lutheran Social Services (Make the Ride Happen). All team members had experience in the area of transportation for individuals with disabilities. Each vendor’s proposal was evaluated based on the RFP criteria that included background, experience and references; vehicles and maintenance; employees and training; service delivery; data collection and technology; proposal organization and cost. It was the consensus of the evaluation team that both firms demonstrated they had the experience and background to perform the requirements of the services. Additionally, both firms indicated they would procure newer vehicles to meet the minimum fleet age requirements (seven years or less) and be able to provide the necessary drivers for the service requirements. While the firms differed slightly in how they proposed meeting the RFP’s service delivery standards and data collection/technology capabilities, the evaluation team felt both proposals were sufficient in these categories. Costs were evaluated using each proposal’s per trip rate and any future escalator costs. For years 2-3 of the contract, Running Inc.’s cost included an annual fuel adjustment equal to a 1% increase in the hourly rate for each 10% change in fuel based on the Consumer Price Index. Oshkosh City Cab Co.’s cost included a one-time per trip increase to $26.00 per trip for contract years 2-3. Listed below is a table comparing the proposal costs: Contract Year Osh. City Cab Co. and Running, Inc.- $440,952 *future fuel cost escalator unknown In reviewing both proposals against all of the stated criteria of this RFP it was the unanimous consensus of the evaluation team that the proposal from Oshkosh City Cab Co. met the RFP requirements and provided the best value for the City of Oshkosh. FISCAL IMPACT The Transit Utility budgeted $1,470,000 for this service in A/N# 511-1728-6449-00000 (Purchased Transportation) of their 2022 operating budget. The estimated cost for this service in calendar year 2022 would be $1,463,470. Federal, State and County grant funding will cover approximately 80% of this cost. Fares will cover approximately 15%. The city share of this contract is estimated at 5% or less ($73,500). RECOMMENDATION Purchasing supports the evaluation team’s recommendation that the Common Council award this three- year agreement to Oshkosh City Cab Co., 2723 Harrison Street, Oshkosh, WI 54901 for estimated costs of $1,463,470 in 2022; $1,514,789 in 2023 and $1,514,789 in 2024.
