PURPOSE: AWARD BID TO CARDINAL CONSTRUCTION CO. INC. FOR
DOWNTOWN TRANSIT CENTER FACILITY IMPROVEMENTS
FOR GO TRANSIT ($1,130,376.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for the Downtown
Transit Center Facility Improvements project; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following
is the most advantageous bid:
CARDINAL CONSTRUCTION CO INC

Total Bid: $1,130,376.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bids are hereby accepted and the proper City officials are hereby
authorized and directed to enter into appropriate agreements for the purpose of same, all
according to plans, specifications, and bids on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Cardinal Construction Co. Inc. for Downtown Transit Center Facility
Improvements for GO Transit ($1,130,376)
BACKGROUND
The 2021 CIP using Federal Transit CARES Act funding allocated $1,800,000 for the Downtown Transit
Center Facility Improvements project. The City engaged Kueny Architects, LLC to prepare design and
specifications for this project. The scope of the project includes building a 1,600 sq. ft. addition onto the
existing 450 sq. ft. utility/restroom/mechanical building. Once complete the improvements will result in
a new vestibule, customer service office, operator computer access, ADA compliant staff restrooms and
other updates to the existing passenger shelter.
ANALYSIS
Working with the GO Transit and Purchasing staff, Kueny Architects prepared bid specifications for this
project. The bid was advertised in the local newspaper and posted on DemandStar and Vendornet. Bids
were due November 2, 2021. While four bids were received, one did not meet the minimum bid
specifications. Based on the bid review, it was the consensus of Kueny Architects and City staff that the
low bid from Cardinal Construction met the minimum bid requirements. The bid tab is attached.
FISCAL IMPACT
The fiscal impact of this bid is $1,130,376.00. This bid, added to Kueny Architect’s design fee of $66,240.00
brings the total fiscal impact of this project to $1,196,616. The 2021 CIP allocated $1,800,000 of Federal
Transit CARES Act funds to this project. This project will be charged to A/N#: 05111728-7214-11109
(Cares-Transit-Building).
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Cardinal Construction Co. Inc. for
$1,130,376.00.
