PURPOSE: APPROVE SPECIAL EVENT / FESTIVAL FOODS / UTILIZE CITY
STREETS FOR THE FESTIVAL FOODS TURKEY TROT /
NOVEMBER 25, 2021
INITIATED BY: CITY ADMINISTRATION
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that approval is granted to Festival Foods (Molly Butz) to utilize city streets
5 mile: South & North Main Street, Ceape Avenue, Rosalia Street, Washington
Avenue, Lakeshore Drive, Pratt Trail, Siewert Trail, and East Irving Avenue
2 mile: South Main Street, W 24th Avenue, Doty Street, W 16th Avenue, and Nebraska
Street
on Thursday, November 25, 2021 from 8:00 a.m. to 10:00 a.m. for the Festival Foods Turkey
Trot in accordance with the municipal code and the attached application, with the
following exceptions/conditions:

BE IT FURTHER RESOLVED that as a condition of approval, the Event
Organizer shall pay the City’s actual costs for extraordinary services. Approval of this
request shall not be interpreted as approval to conduct the event during any period of
emergency order or declaration prohibiting such event. Approval of this event shall not
be interpreted to supersede any emergency order or declaration applicable to such
event and all events shall remain subject to all applicable ordinances, orders,
declarations and requirements for public gatherings.

Police Department
Staffing $5,935.70 (preliminary estimate includes 41 officer hrs., 11 Supervisor hrs., and
32 CSO hrs.)
Equipment / Vehicle Use $545.70 (preliminary estimate included dedicated use of
vehicles for 68 hrs.)
Supplies / Materials $33 (preliminary estimate includes dedicated use of cones and no
parking signs)
Street Department
Staffing $1,128.24 (preliminary estimate includes 36 dedicated staff hrs. for the delivery
and pick up of barricades and signs)
Equipment / Vehicle Use $235.80 (preliminary estimate includes dedicated use of truck
and trailer for the delivery and pick up of barricades and signs.)
Supplies / Materials $643.50 (preliminary estimate includes dedicated use of barricades
& signs)
Fire Department
Staffing $604.60 (preliminary estimate includes a dedicated paramedic crew for 4 hrs.)
Equipment / Vehicle Use $82.36 (preliminary estimate includes a dedicated ambulance
for 4 hrs.)
