PURPOSE: APPROVE SUBMITTAL OF NEIGHBORHOOD INVESTMENT
FUND PROGRAM APPLICATION TO STATE OF WISCONSIN
DEPARTMENT OF ADMINISTRATION
INITIATED BY: COMMUNITY DEVELOPMENT DEPARTMENT
WHEREAS, the State of Wisconsin Department of Administration has
Neighborhood Investment Fund Program funding available for the purpose of making
significant investments with long-term benefits in order to help communities recover
from the negative effects of the COVID-19 pandemic; and
WHEREAS, local municipalities are an eligible applicant and can apply for said
funding.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized to submit a Neighborhood
Investment Fund Program Application to the State of Wisconsin Department of
Administration.

RE: Approve Submittal of Neighborhood Investment Fund Program Application to
State of Wisconsin Department of Administration
BACKGROUND
The State of Wisconsin was allocated funds through the American Rescue Plan Act of 2021
(ARPA) and created a new grant program, the Neighborhood Investment Fund. The purpose of
the Neighborhood Investment Fund is to provide grants to local governments to make
significant investments with long-term benefits for residents that have been disproportionately
impacted by the COVID-19 pandemic.
ANALYSIS
City staff is planning to submit an application for the Neighborhood Investment Fund Grant
program with the intention funding innovative public services and affordable housing
solutions, with a particular emphasis on increasing services for underserved individuals and
populations in Oshkosh should the grant be awarded. Due to the short timeframe to submit the
grant by November 4th, city staff is still working on the grant application. City staff anticipate
submitting a grant for at least $3 million dollars.
FISCAL IMPACT
The program is funded by ARPA and will be administered by the State of Wisconsin Department
of Administration (DOA). Local matching funds are not required but applications will score
higher if matching funds are committed.
RECOMMENDATIONS
The City Council approves submittal of a Neighborhood Investment Fund Program
application to the State of Wisconsin DOA.
