Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: John Fitzpatrick, Assistant City Manager / Director of Administrative Services DATE: October 19, 2021 RE: Cooperative Purchase of Gazebo for Riverside Park for the Parks Department ($26,002.80) BACKGROUND The Great Neighborhoods Program provides residents the opportunity to originate projects that enhance quality of life through strategic improvements to the public realm. Projects are intended to improve the image, market, and physical conditions of Oshkosh neighborhoods. Staff provided recognized neighborhood associations and groups pursuing healthy neighborhoods the opportunity to apply for funding to support capital improvement projects within their neighborhoods. The Common Council approved the funding of $60,000 for the gazebo project at their August 13, 2021 meeting (RES 21-423). After the funding was approved, City staff met with representatives from the River East Neighborhood Association and Convention Center Operator staff to review designs. The group selected the preferred design unanimously. City staff will erect the gazebo, pour concrete footings and slab, install accessible sidewalk to the gazebo and plant landscaping around it. The shingles will be purchased locally and installed by City staff. Material are expected to arrive during late fall 2021, and if weather allows, footings may be installed on site. The project will be complete by summer 2022 which will include landscaping and access pathways. ANALYSIS Staff have determined that a prefabricated gazebo manufactured by Poligon will meet the needs of this project. Purchasing has confirmed this gazebo can be procured through a cooperative purchasing contract with the Porter Corporation under the national Sourcewell cooperative contract #012621-PPC. Purchasing has confirmed this purchase is pursuant to the cooperative purchase exception of our purchasing ordinance. FISCAL IMPACT Under this cooperative contract the total fiscal impact for this gazebo from Porter Corporation was $26,002.80. This project will be funded from neighborhood projects funding and will be charged to A/N#: 03230740 7216 63016 (Capital Improvement Programs - Great Neighborhoods). RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12- 15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council.
